A presente dissertação de mestrado tem como objetivo estabelecer articulações entre as condições materiais e ideológicas em que transcorreram o desenvolvimento dependente e associado do capitalismo brasileiro e o processo histórico que engendrou a modernização conservadora do ensino superior. A pesquisa foi realizada a partir da análise qualitativa das contribuições teóricas e intelectuais de autores brasileiros que se debruçaram sobre este campo de estudos nas últimas décadas e de fontes documentais que permitiram enriquecer o debate e aportar novos dados acerca deste processo, que transcorreu com maior intensidade a partir do golpe militar de 1964 e, sobretudo, da promulgação da lei da reforma universitária de 1968. Fundamentalmente, o propósito desta dissertação foi demonstrar o grau de complexidade e heterogeneidade do processo de modernização conservadora que contou com influências, por vezes divergentes, de frações da autocracia burguesa brasileira, dos militares, de agências públicas e privadas dos Estados Unidos e do movimento popular em defesa da reforma universitária

The aim of this dissertation was to establish links between the material and ideological conditions in which the dependent and associated development of Brazilian capitalism took place and the historical process that engendered the conservative modernization of the higher education system. The research was carried out based on a qualitative analysis of the theoretical and intellectual contributions of Brazilian authors who have focused on this field of study in recent decades and also on documentary sources that have enriched the debate and provided new data about this process, which took place with greater intensity from the 1964 military coup and, above all, from the enactment of the 1968 university reform law. Fundamentally, the purpose of this dissertation was to demonstrate the degree of complexity and heterogeneity of the conservative modernization process that had influences, sometimes divergent, from fractions of the Brazilian bourgeois autocracy, the Brazilian Armed Forces, public and private agencies in the United States and the popular movement in defense of university reform
