Esta dissertação tem por objetivo recuperar as idéias de Manoel Bomfim, no Brasil, e de Manuel Gonzalez Prada, no Peru, sobre a crítica ao conservadorismo da virada do século XX, enfatizando o debate sobre as teorias raciais que foram desenvolvidas ao longo do século XIX. Essas teorias ganharam força entre muitos intelectuais da América Latina e se tornaram ponto chave nas discussões sobre o desenvolvimento da sociedade e também nas perspectivas de superação do atraso dessas sociedades. A escolha de Manoel Bomfim e de Gonzalez Prada se dá pelo fato destes autores abordarem de forma contundente a questão racial, mostrando a falta de validade destas teorias e de que os problemas relacionados ao atraso de seus países são de origem histórica e da forma como estas foram estruturadas

This dissertation has the objective of recover the ideas of Manoel Bomfim, in Brazil, and of Manuel Gonzalez Prada, in Peru, about their criticism of the conservantism in the changing to XX century, emphasizing the discussion about the racial theoris that was developed during the XIX century. Those theories won power in many of intelectuals of the Latin America and became the main point in the discussition about the development of the society and also in the perspectives of overcome of the backwardness. The choice of Manoel Bomfim and Gonzalez Prada are because both of writers broach in the cutting way the racial question, showing the falsehood of this theories and that problems conected to backwardness of their countries have a history origin and in the way that they were structured
