O Território de Interesse da Cultura e da Paisagem Jaraguá Perus Anhanguera (TICP JPA) está contido nos artigos 314 - 317 do Plano Diretor da Cidade de São Paulo promulgado em 2014 pelo então prefeito Fernando Haddad (PT). Tal instrumento jurídico de proteção do patrimônio advoga por uma cidade integrada entre educação, cultura, meio ambiente e o patrimônio imaterial e material numa perspectiva do bem viver. Ele surge de baixo para cima na periferia noroeste da cidade de São Paulo nos distritos de Perus, Jaraguá e Anhanguera, por meio dos estudos do território realizados pela Universidade Livre e Colaborativa, importante integração entre o conhecimento sistematizado pela acadêmica (nesse caso a Faculdade de Arquitetura da Universidade de São Paulo - FAU USP sob a figura do professor Dr. Euller Sandeville) e o conhecimento popular periférico, representado pelos movimentos sociais da região e pessoas interessadas em participar da disciplina colaborativa na qual não era necessário escolaridade prévia. Essa produção de conhecimento periférico se integra a luta pela manutenção do cinema de rua no centro de São Paulo, surgindo assim nas audiências públicas do Plano Diretor nos idos de 2013 e 2014, o texto final do TICP. A presente pesquisa, através da metodologia do inventário participativo do Instituto do Patrimônio Histórico e Artístico Nacional IPHAN, buscou registrar as potencialidades que formam esse território, local de luta histórica da classe trabalhadora na Fábrica de Cimento de Perus através dos Queixadas, e do povo originário Guarani no entorno do Pico do Jaraguá, além de uma rica produção cultural periférica realizada por diversos coletivos culturais e artistas populares que possuem o território como abrigo em suas diversas ações. Afinal, o capital se avizinha nessa região, com a iminente finalização da obra viária rodoanel e a possível construção do NESP - Novo Entreposto de São Paulo, o preço da terra valoriza, atraindo diversos investimentos imobiliários, ampliando conflitos pelo uso do território. Porém os sujeitos periféricos se movimentam, trazendo à tona as potencialidades do território, sistematizadas na ideia de cidade integrada contida no TICP, objeto central analisando na presente pesquisa, baseado nas obras de Milton Santos e de Paulo Freire.

The Jaraguá Perus Anhanguera Territory of Interest in Culture and Landscape (TICP JPA) is contained in articles 314 - 317 of the Master Plan of the City of São Paulo promulgated in 2014 by then-mayor Fernando Haddad (PT). Such legal instrument for the protection of heritage advocates for a city integrated between education, culture, environment and immaterial and material heritage from a perspective of good living. It emerges from the bottom up in the northwestern outskirts of the city of São Paulo in the districts of Perus, Jaraguá and Anhanguera, through the studies of the territory carried out by the Free and Collaborative University, an important integration between the knowledge systematized by the academic (in this case the Faculty of Architecture at the University of São Paulo - FAU USP under the figure of Professor Dr. Euller Sandeville) and peripheral popular knowledge, represented by social movements in the region and people interested in participating in the collaborative discipline in which prior schooling was not necessary. Peripheral knowledge is part of the struggle for the maintenance of street cinema in downtown São Paulo, thus appearing in the public hearings of the Master Plan in 2013 and 2014, the final text of the TICP. The present research, through the methodology of participatory inventory of the Institute of National Historical and Artistic Heritage IPHAN, sought to register the potentialities that form this territory, place of historical struggle of the working class in the Perus Cement Factory through the Queixadas, and of the native people Guarani in the surroundings of Pico do Jaraguá, in addition to a rich peripheral cultural production carried out by various cultural collectives and popular artists who have the territory as a shelter in their various actions. After all, the capital is approaching in this region, with the imminent completion of the roadway work and the possible construction of the NESP - Novo Entreposto de São Paulo, the price of land increases, attracting several real estate investments, increasing conflicts over the use of the territory. However, peripheral subjects move, bringing to light the potential of the territory, systematized in the idea of an integrated city contained in the TICP, the central object analyzed in this research, based on the works of Milton Santos and Paulo Freire.
