Este trabalho tem por objetivo investigar no pensamento de Hannah Arendt, mais especificamente na categoria da ação política, elementos filosóficos para a compreensão do conceito de cidadania. Desse modo, estruturaremos nossa reflexão em três movimentos principais: Em um primeiro momento, discutiremos as condições de participação no espaço público e buscaremos demonstrar como determinados pressupostos interferem no efetivo direito do sujeito à ação e à cidadania. Não bastam a concessão formal de acesso ao espaço público, o direito à igual participação e livre expressão – isonomia e isegoria –, é necessário ao cidadão condições laborais que possam lhe assegurar tempo e subsistência mínima para a ação no espaço público. Em seguida, abordaremos o tema da questão social e da sociedade no qual apontaremos como hipótese que, se por um lado, as condições de carência material e as demandas pela satisfação do processo vital provenientes da esfera privada se interpõem à participação na vida pública e ocasionam a negação da política, por outro, as noções de solidariedade, sociedade civil e mundanidade podem fornecer elementos para pensar as condições de recepção de tais demandas nas instituições políticas e de sua possível deliberação mediante diálogo com a economia. E, por fim, discutiremos a constituição do espaço público, condição formal para a cidadania, bem como os limites da representação o sentido da ação, indissociável da participação política, como única atividade humana que proporciona a liberdade, sendo um fim em si, condição humana da pluralidade e da felicidade pública.

This work aims to investigate Hannah Arendt's thought, more specifically in the category of political action, philosophical elements for understanding the concept of citizenship. In this way, we will structure our reflection in three main movements: In a first moment, we will discuss the conditions of participation in the public space and we will try to demonstrate how certain prescriptions interfere in the subject's effective right to action and citizenship. It is not enough to formally grant access to the public space, the right to equal participation and free expression – isonomy and isegory –, citizens need working conditions that can guarantee them time and a minimum subsistence for action in the public space. Then, we will address the theme of the social and society issue in which we will point out as a hypothesis that, if, on the one hand, the conditions of material deprivation and the demands for the satisfaction of the vital process coming from the private sphere interfere with participation in public life and cause the denial of politics, on the other hand, the notions of solidarity, civil society and worldliness can provide elements to think about the conditions for receiving such demands in political institutions and their possible deliberation through dialogue with the economy. And, finally, we will discuss the constitution of public space, a formal condition for citizenship, as well as the limits of representation, the meaning of action, inseparable from political participation, as the only human activity that provides freedom, being an end in itself, a condition human nature of plurality and public happiness.
