O estudo investigou a oferta de ensino para a populacao rural no estado de sao paulo e as condicoes efetivas de sua apropriacao. A oferta foi analisazada quanto as escolas isoladas (1. Parte). A oferta indireta via transporte escolar. (2. Parte) e a construcao dos agrupamentos de escolas rurais (3. Parte) o periodo basico vai de 1940 a 1966. A oferta e a apropriacao foram analisadas na perspepctiva de analise de politica publica, utilizando conceitos de estudos de bem estar social, democracia quantitativa do ensino, cidadania e auxilio da educacao, mas das s perspectivas e limitacoes do processo de descentralizacao para a escolarizacao efetiva da producao rural
