A pesquisa intitulada O Sistema PDDE Interativo e suas ações agregadas: efeitos da atuação de gestores escolares frente ao controle público e execução de programas em escolas municipais, teve como objetivo principal analisar os efeitos da atuação da gestão escolar frente ao controle público, execução do Programa Dinheiro Direto na Escola (PDDE) e gestão do Sistema PDDE Interativo e ações agregadas em escolas municipais de Belo Campo BA. Trata-se de um estudo de caso de natureza qualitativa, que se fundamentou na Abordagem do Ciclo de Políticas de Stephen Ball para compreender o processo de constituição do PDDE e do Sistema PDDE Interativo, principal ferramenta de planejamento e gestão dos recursos do Fundo Nacional de Desenvolvimento da Educação (FNDE), desde a sua criação até a sua fase de execução no contexto das escolas. Discurso e relações de poder foram elementos essenciais da abordagem que dentre os objetivos específicos se preocupou em investigar a natureza da política e o contexto de produção do texto que regulamenta o PDDE, o Sistema PDDE Interativo e suas ações agregadas; analisar a visão e os discursos dos gestores escolares sobre o processo de modernização das ferramentas de gestão do PDDE a partir da criação e obrigatoriedade de uso do Sistema PDDE Interativo; analisar os efeitos da atuação dos gestores escolares de Belo Campo frente ao uso das ferramentas de gestão do Sistema PDDE Interativo, execução e controle dos programas do PDDE e suas ações agregadas; investigar a existência/inexistência de possíveis falhas de execução por parte do Comitê Gestor no processo de gestão do Sistema PDDE Interativo e de suas ações agregadas, que possam ter ocasionado o não recebimento de recursos ou não cumprimento do planejamento inicialmente elaborado por parte das escolas; Analisar a existência/inexistência de princípios de gestão democrática na organização e atuação dos comitês gestores do PDDE e de suas ações agregadas. Os dados foram coletados através do Perfil de Comitê Gestor Municipal do Sistema PDDE Interativo e da aplicação de questionários com representantes dos Grupos de Trabalho (GTs) do Sistema PDDE Interativo, com representantes do Comitê Gestor Municipal do Sistema PDDE Interativo e com um representante da Coordenação de Programas Especiais (COPE). Os resultados apresentados demonstraram que a falta de conhecimento sobre o uso apropriado do sistema, associados a fatores internos da escola, tem impossibilitado o acesso de determinadas instituições aos recursos financeiros vinculados ao PDDE, limitando ainda mais as possibilidades de construção de uma escola efetivamente democrática.

The research entitled The Interactive PDDE System and its aggregate actions: effects of the actions of school managers in the face of public control and execution of programs in municipal schools, had as its main objective to analyze the effects of the actions of school management in the face of public control, execution of the Direct Money at School Program (PDDE) and management of the Interactive PDDE System and aggregated actions in municipal schools in Belo Campo BA. This is a case study of a qualitative nature, which was based on Stephen Ball's Policy Cycle Approach to understand the process of establishing the PDDE and the Interactive PDDE System, the main tool for planning and managing the Fund's resources. National Education Development Board (FNDE), from its creation to its implementation phase in the context of schools. Discourse and power relations were essential elements of the approach that, among the specific objectives, was concerned with investigating the nature of the policy and the context of production of the text that regulates the PDDE, the Interactive PDDE System and its aggregated actions; analyze the vision and speeches of school managers about the process of modernizing PDDE management tools based on the creation and mandatory use of the Interactive PDDE System; analyze the effects of the performance of school managers in Belo Campo in relation to the use of management tools from the Interactive PDDE System, execution and control of PDDE programs and their aggregate actions; investigate the existence/non-existence of possible execution failures on the part of the Management Committee in the management process of the Interactive PDDE System and its aggregated actions, which may have led to the nonreceipt of resources or non-compliance with the planning initially prepared by the schools; Analyze the existence/non-existence of democratic management principles in the organization and performance of the PDDE management committees and their aggregate actions. Data were collected through the Municipal Management Committee Profile of the Interactive PDDE System and the application of questionnaires with representatives of the Working Groups (GT's) of the Interactive PDDE System, with representatives of the Municipal Management Committee of the Interactive PDDE System and with a representative of the Coordination of Special Programs (COPE). The results presented demonstrated that the lack of knowledge about the appropriate use of the system, associated with factors internal to the school, has made it impossible for certain institutions to access financial resources linked to the PDDE, further limiting the possibilities of building an effectively democratic school.
