O Builing Information Modeling (BIM) vem sendo aplicado na indústria da construção civil há pelo menos duas décadas, sobretudo em projetos de edificações. No entanto, em projetos de infraestrutura, que têm suas próprias complexidade e peculiaridades, ainda há a necessidade de adaptar alguns dos conceitos já estabelecidos no mercado de edificações, requerendo uma abordagem específica para a adoção do BIM. A elaboração de propostas técnicas é uma fase do ciclo de vida bastante desafiadora deste tipo de obra, uma vez que as incertezas e riscos presentes exige dos orçamentistas a assunção de hipóteses e premissas que podem influenciar na competitividade da proposta fornecida. Através do emprego da Design Science Research, esta pesquisa detalha o processo de elaboração de propostas de infraestrutura portuária e seus desafios, mostrando as atividades que são críticas neste tipo de obra, e propõe diretrizes para elaboração e uso de modelos BIM para seu planejamento. Como resultados, captados através de entrevistas com participantes do processo, percebeu-se a detecção precoce de problemas e elaboração mais segura de cenários, antes realizados em 2D, diminuindo as incertezas inerentes ao processo e suas verbas contingenciais, culminando em propostas mais acuradas, e, por consequência, mais competitivas.

Building Information Modelling (BIM) has been adopted for at least two decades, mainly on building projects. However, using BIM in infrastructure projects, which have their own complexities and particularities require resorting to some adaptation from building already consolidated concepts. Elaborating a technical proposal is one of the most challenging phases of a project lifecycle, once uncertainties and risks requires from estimators assuming hypothesis and premises that can substantially influence the competitiveness of the final proposal. By applying Design Science Research methodology, this study details the process of developing proposals for port infrastructure projects and its challenges, evidencing the most critical activities of this kind of project, and proposes guidelines for the use of BIM for their planning. The results, captured through interviews with participants, show that it was possible to detect problems earlier and to reduce risks on generating planning scenarios, which were previously developed using 2D drawings. Consequently, reducing uncertainties and its contingency allowances, providing more accurate and, consequently, more competitive technical proposals.
