A cidade de São Paulo é caracterizada por grandes desigualdades socioespaciais, resultado de um processo de crescimento urbano e populacional que, durante o século XX, transformou a pacata vila do século XIX na maior e mais importante metrópole brasileira. Esse processo ocorreu a partir de um padrão de urbanização centro-periferia que teve como efeito a segregação social de uma parcela considerável da população, em razão da concentração da oferta de infraestrutura e de serviços nas áreas centrais da cidade. Em relação à oferta de bens e serviços culturais, esta também é a realidade. Por esse motivo, diferentes gestões da Secretaria Municipal de Cultura têm procurado, ao longo dos últimos trinta anos, enfrentar as desigualdades territoriais através da ampliação do investimento em políticas culturais que atuem nas regiões desprovidas dos meios necessários à satisfação das necessidades simbólicas de sua população. O Programa para a Valorização de Iniciativas Culturais, criado em 2004, se transformou na bem-sucedida política com esse objetivo. Ao mesmo tempo, agentes e coletivos culturais das periferias da cidade começaram a se organizar para reivindicar o direito à cultura em seus territórios, dando início a um processo de interlocução com diferentes atores do Poder Público, responsável por colocar a cultura da periferia no centro do debate sobre as políticas públicas de cultura no município. A conclusão é que, apesar dos inegáveis avanços, essa ainda é uma agenda de longo prazo, mas que precisa ocupar lugar central na Secretaria Municipal de Cultura para a superação dessas desigualdades históricas.

The city of São Paulo is characterized by great socio-spatial inequalities, the result of a process of urban and population growth that, during the 20th century, transformed the peaceful village of the 19th century into the largest and most important Brazilian metropolis. This process occurred based on a center-periphery urbanization pattern that had the effect of social segregation of a considerable portion of its population, due to the concentration of infrastructure and services in its central areas. Regarding the offer of cultural goods and services, this is also the reality. For this reason, different administrations of the Municipal Secretariat of Culture have sought, over the last thirty years, to face territorial inequalities through the expansion of investment in cultural policies that operate in regions lacking the necessary means to satisfy the symbolic needs of their population. The Program for the Valuation of Cultural Initiatives, created in 2004, became a successful policy with this objective. At the same time, agents and cultural collectives from the outskirts of the city began to organize themselves to claim the right to culture in their territories, initiating a process of dialogue with different actors of the State responsible for placing the culture of the outskirts at the center of the debate on public cultural policies in the city. The conclusion is that, despite undeniable advances, this is still a long-term agenda, but one that needs to occupy a central place in the Municipal Secretariat of Culture to overcome these historical inequalities.
