A pesquisa adota a Convenção Interamericana contra a Corrupção (CICC) como marco de análise da atuação da Controladoria Geral do Município de São Paulo (CGM-SP). A dissertação parte da preocupação internacional sobre o fenômeno da corrupção, que fundamenta as convenções sobre o tema, e elege a Convenção Interamericana como parâmetro de análise. Em consonância com os compromissos adotados na convenção, é possível notar, nas últimas décadas, o surgimento de órgãos públicos inseridos na estrutura da administração pública dos países signatários para acompanhar e implementar medidas de controle da corrupção. No caso específico brasileiro, a criação e evolução institucional da Controladoria-Geral da União (CGU) representou inovação na estrutura de controle interno e influenciou a criação de outros órgãos subnacionais, como é o caso da CGM-SP. A partir da experiência federal, a pesquisa analisou a trajetória do órgão de controle interno municipal. Por fim, esta dissertação empreende um estudo da atuação CGM-SP a partir dos compromissos adotados na CICC, de forma a aferir a aderência das medidas de controle da corrupção adotadas pela instituição municipal em relação ao diploma internacional em alusão.

The research adopts the Inter-American Convention Against Corruption (IACAC) as a framework for analyzing the performance of the Controladoria Geral do Município de São Paulo (Office of the Comptroller General of the City of São Paulo, or CGM-SP). The dissertation begins with the international concern about the phenomenon of corruption, which underlies the conventions on the subject, and focuses on the Inter-American Convention as a parameter of analysis. In accordance with the commitments of the convention, it is possible to notice in the last decades the emergence of public bodies in the structure of the public administration to monitor and implement measures to control corruption. In the Brazilian case, the creation and institutional evolution of the Controladoria-Geral da União (Office of the Comptroller General of Brazil, or CGU) represented innovation in the internal control structure and influenced the creation of other subnational bodies, such as the CGM-SP. Based on the federal experience, the research will analyze the path of the municipal internal control body. Lastly, the dissertation studies the performance of the CGM-SP based on the commitments adopted in the IACAC, in order to assess the adherence of the anti-corruption measures adopted by the municipal institution in relation to the international diploma.
