A polarização de novos centros econômicos e financeiros na cidade de São Paulo, provocou a saída de grupos de rendas fundiárias, de maior poder aquisitivo, da região central para a região sudoeste da capital. Como consequência houve um esvaziamento de grande número de edifícios verticais que foram desativados, abandonados e deixados ociosos. O principal objetivo desta pesquisa é identificar e compreender as ações públicas que nos últimos vinte anos executaram intervenções de reforma de edifícios ociosos, fechados e abandonados. Verificar a proposição de reuso dos mesmos, requalificando-os para habitação de interesse social no centro da cidade de São Paulo, em busca de possíveis alternativas à provisão habitacional que cumpram as recomendações básicas da legislação brasileira em vigor para a qualificação da função social da propriedade.

The polarization of new economic and financial centers, in the city of São Paulo, caused the departure of land income groups, with greater purchasing power, from the central region to the southwest region of the capital. As a consequence, there was an emptying of a large number of vertical buildings that were deactivated, abandoned and left idle. The main objective of this research is to identify and understand the public actions that in the last twenty years carried out renovation interventions in idle, closed and abandoned buildings. Check their reuse proposition, reclassifying them for social housing in the center of the city of São Paulo, in search of possible alternatives to housing provision that comply with the basic recommendations of the current Brazilian legislation for the qualification of the property's social function .
