Desde 2002, a região sudeste da cidade de São Paulo tem sido apontada pelos planos diretores estratégicos municipais como uma área para a qual se pretende promover larga transformação urbana, através da implementação de uma operação urbana consorciada. Ao longo dos anos, o perímetro apontado para intervenção se transformou, assim como a nomenclatura do projeto. Em 2015, um plano urbano se consolidou pela primeira vez, o projeto de lei da Operação Urbana Consorciada Bairros do Tamanduateí (Projeto de Lei nº 723/2015). Estão inseridos no perímetro deste projeto trechos dos bairros da Mooca, Cambuci, Ipiranga e Vila Prudente, localizados ao longo da várzea do Rio Tamanduateí. Considerando os propósitos transformadores do instrumento das operações urbanas em geral, e o apontamento da preservação do patrimônio cultural entre as principais diretrizes do projeto apresentado, a presente pesquisa busca compreender se a OUC Bairros do Tamanduateí, um dos planos urbanos mais recentemente desenvolvidos pela municipalidade, representa alguma atualização na forma como a preservação e a valorização do patrimônio cultural tem sido tratada na política de planejamento urbano e territorial na cidade de São Paulo. Também busca-se compreender se o fato de a região ter sido apontada como alvo de um plano urbano que visa a transformação do território influenciou na atenção desprendida à preservação cultural na região. Para alcançar tais objetivos a pesquisa se estrutura em três capítulos. No primeiro, procura-se entender como se deu o reconhecimento do patrimônio inserido na área estudada, desde os inventários já realizados, até os bens de fato tombados. No segundo busca-se compreender como o planejamento urbano da cidade de São Paulo tratou da questão da preservação do patrimônio cultural ao longo dos anos, com especial atenção às operações urbanas já desenvolvidas pela municipalidade. Por fim, o último capítulo se debruça sobre o projeto urbano desenvolvido para a Operação Urbana e analisa como este aborda a preservação do patrimônio inserido no seu perímetro, se há efetivo diálogo entre planejamento urbano e a preservação patrimonial e se houve interesse na ampliação dessa preservação cultural.

Since 2002, the southeastern region of the city of São Paulo has been identified by the municipal strategic master plans as an area for which a large urban transformation is intended to be promoted, through the implementation of an urban operation consortium. Over the years, the perimeter targeted for intervention has changed, as has the nomenclature of the project. In 2015, an urban plan was consolidated for the first time, the bill for the Urban Operation Consortium Bairros do Tamanduateí (Bill No. 723/2015). Parts of the districts of Mooca, Cambuci, Ipiranga and Vila Prudente, located along the floodplain of the Tamanduateí River, are included in the perimeter of this project. Considering the transforming purposes of the instrument of urban operations in general, and the appointment of the preservation of cultural heritage among the main guidelines of the presented project, the present research seeks to understand if the OUC Bairros do Tamanduateí, one of the most recently developed urban plans by the municipality, represents some update on the way in which the preservation and valorization of cultural heritage has been treated in the urban and territorial planning policy of the city of São Paulo. It also seeks to understand whether the fact that the region has been identified as the target of an urban plan that aims to transform the territory has influenced the attention given to cultural preservation in the region. To achieve these objectives, the research is structured in three chapters. The first one discusses how the recognition of the patrimony inserted in the studied area took place, from the inventories already carried out, to the goods actually listed. The second one seeks to understand how the urban planning of the city of São Paulo dealt with the issue of preserving cultural heritage over the years, with special attention to urban operations already developed by the municipality. Finally, the last chapter focuses on the urban project developed for the Urban Operation and analyzes how it approaches the preservation of the heritage inserted in its perimeter, if there is an effective dialogue between urban planning and heritage preservation and if there was interest in expanding this preservation.
