A presente dissertação tem como objeto de estudo a Companhia de Desenvolvimento Habitacional e Urbano do Estado de São Paulo. Articulando a análise da estrutura administrativa da empresa e dos projetos implementados com o desenvolvimento da política habitacional no país, a investigação procura compreender, a partir da evolução institucional da empresa, o desenvolvimento da política pública de habitação no Estado de São Paulo. A partir da década de 80, com a crise do Sistema Financeiro de Habitação e do Banco Nacional de Habitação, as políticas habitacionais desenvolvivdas pelos estados ganharam maior relevo. No Estado de São Paulo, o movimento de autonomização da política habitacional pode ser claramente observado no estudo da evolução da política pública nos anos 80, em especial no desenvolvimento da CDHU. Estudar a CDHU e seu desenvolvimento histórico representa um esforço de compreensão da política habitacional implementada no país a partir do golpe de 1964, de suas implicações e de sua permanência.

The aim of this dissertation is to study the Company of Housing and Urban Development of the State of São Paulo - CDHU. By articulating an analysis of its administrative structure and the projects it implemented with the development of the housing policy in the country, the investigation tried to understand, on the base of the institutional evolution of the Company, the development of public housing policy in the State of São Paulo. Since the 80s, with the crisis of the Housing Financial System and the National Housing Bank, housing policies in the states gained growing importance. In the State of São Paulo the atunomization movement of the housing policy may be clearly seen in the survey of the public policy evolution in the 80s, particularly the development of CDHU. To investigate the CDHU and its historical development represents an attempt to understand the housing policy implemented in the country since the 1964 coup d'état, its implications and persistence.
