Esta dissertação estuda as características de projeto urbanístico dos conjuntos habitacionais oficiais construídos na Área Metropolitana de São Paulo e a sua inserção no tecido urbano. Seu objeto de estudo são os conjuntos implantados no setor leste de São Paulo. O trabalho aborda estas realizações como componentes importantes na configuração daquela área, introduzindo um novo padrão de tecido urbano, baseado nos princípios modernistas. Os conjuntos são estudados ao longo de dois períodos: primeiro (1930 a 1964) é caracterizado pelas realizações dos IAPs, tomados como responsáveis pela inserção dessas características de projeto no Brasil; o segundo (1964 a 1986) tem início com a criação do BNH e se estende até o ano de sua extinção, período de consolidação da opção de padrão urbanístico da fase anterior. São analisados alguns exemplos representativos de cada uma das etapas, ao longo dos períodos citados. Ao estudar os projetos urbanísticos, a dissertação analisa as suas características, não pelo seu objeto construído, mas pelos espaços não construídos, os espaços entre blocos, que configuram as opções de tecido urbano, e sua apropriação pelos moradores em geral.

This dissertation studies the characteristics of the urban project from the official residential buildings constructed in São Paulos Metropolitan Area and insertion the urban tissue. The object of the study are the buildings from the east section of São Paulo. This work talks about their developments as important components in the setting of that particular area, introducing a new urban pattern based on modernistic principles. Those blocks are studied along two periods: first (1930-1964) is characterized by the IAPs realization, taken as responsible for the insertion of this type of project in Brazil; the second (1964-1986) begins with the creation of BNH, extended up to the year of its extinction, when the option of a previous urban pattern was consolidated. Some remarkable samples of each step are analyzed along two periods. Studying urban projects, the dissertation analyzes its characteristics, not by the built object but by the not constructed areas, the spaces between blocks, which sets the urban web options and their appropriation by the residents themselves.
