O setor de telecomunicações brasileiro tem características institucionais e tecnológicas que sugerem a necessidade de regulação económica. Além disso, a presença de custos comuns a diferentes serviços gera o problema referente a sua divisão. O foco é a interação entre estas duas abordagens: regulação e alocação de custos. Os efeitos do método utilizado para dividir custos comuns sobre o programa de incentivos adotado pelo regulador são analisados mediante a realização de simulações numéricas.

Abstract in English
The Brazilian Telecommunications Industry has institutional and technological characteristics that suggest the need of economic regulation. Furthermore, the presence of common costs among different Services brings up the problem of how to divide them. The focus is the interaction ofthese two approaches: regulation and allocation of costs. The effects of the method used for dividing common costs over the incentive program adopted by the regulator are analyzed by the realization of numerical simulations.
