O crescimento do Brasil urbano foi pautado pela desigualdade de poder econômico e político, próprio das sociedades capitalistas, o que produziu cidades em que coexistem periferias precárias repleta de injustiças sociais e de áreas centrais segregadas. O planejamento tem como objetivo o enfrentamento dessas contradições e compreendê-lo implica no entendimento da complexidade do caleidoscópio urbano: a multiplicidade de realidades socioeconômicas, o conflito de interesses, as possibilidades espaciais, de governo, atuação popular, perspectivas e limitações. Neste sentido, esta pesquisa busca investigar, por meio da análise do discurso presente no Plano Diretor de Florianópolis, a relação entre legalismo e espaço urbano presente no discurso da lei e, ulteriormente, identificar o caráter de ação do poder municipal sobre a ordenação urbana. Para isso, buscou-se compreender o planejamento urbano em Florianópolis, a centralidade principal da cidade e a relação entre eles presente no discurso legal. A análise minuciosa do texto da Lei, segundo componentes de análise fornecido por SOUZA (2018) e FREITAS, STEINBERGER, FERNANDES (2013) combinada ao entendimento do contexto de produção da Lei, permitiu examinar de que maneira o discurso do Plano Diretor expressa a disputa sobre a produção do espaço urbano que, no caso de Florianópolis, estendeu-se para uma disputa legal e qual foi a figura adotada pelo Estado nesta dinâmica de contradições expostas.

The growth of urban Brazil was guided by the inequality of economic and political power, typical of capitalist societies, which produced cities in which precarious peripheries coexist, full of social injustices and segregated central areas. Planning aims to face these contradictions and understand its implications for understanding the complexity of the urban kaleidoscope: the multiplicity of socioeconomic realities, the conflict of interests, such as spatial possibilities, government, popular action, perspectives and disadvantages. In this sense, this research seeks to investigate, through the analysis of the discourse present in the Florianópolis Master Plan, the relationship between legalism and urban space present in the discourse of the law and, subsequently, to identify the action character of the municipal power over urban ordering. For this, we sought to understand the urban planning in Florianópolis, the main centrality of the city and the relationship between them present in the legal discourse. A thorough analysis of the text of the law, according to the analysis components provided by SOUZA (2018) and FREITAS, STEINBERGER, FERNANDES (2013) combined with an understanding of the production context of the Law, should examine how the Master Plan's speech expresses the dispute about the production of urban space that, in the case of Florianópolis, extended to a legal dispute and what was the figure adopted by the State in this dynamic of exposed contradictions.
