Esta dissertação se propôs a estudar os caminhos percorridos pelos coletivos culturais da periferia do Município de São Paulo, tendo como recorte aqueles que foram contemplados pelo Fomento à Cultura da Periferia, instituído pela Lei Municipal nº 16.496/16, que tem por objetivo ampliar o acesso aos meios de produção e fruição dos bens artísticos e culturais pela população residente neste território paulistano. Trata-se de responder a seguinte questão: com o término do projeto executado, o que acontece com os coletivos culturais fomentados, seus integrantes e com a produção artístico-cultural por eles desenvolvida no âmbito desta política pública cultural? A escolha deste recorte se deu por ter sido a lei escrita e proposta pelo Movimento Cultural da Periferia - MCP, movimento composto pela união de fóruns de cultura e coletivos culturais periféricos. Dado esse objetivo, contextualiza-se o percurso histórico da elaboração e aprovação da referida Lei, apresentando conceitos de periferia, coletivo cultural, sujeitas e sujeitos periféricos, e trabalhadoras e trabalhadores da cultura. Adotando a crítica cultural materialista através dos estudos de Raymond Williams e Maria Elisa Cevasco, apresentam-se ainda os conceitos de cultura, bem como as referências teóricas da Cidadania Cultural, Direito à Cultura e Política Cultural. A metodologia desenvolvida se baseou em duas fases consecutivas, sendo a primeira etapa voltada a obter uma visão panorâmica, por meio da aplicação de uma survey com os integrantes do núcleo dos coletivos culturais contemplados da 1ª Edição à 3ª Edição; e uma segunda etapa voltada a mergulhar em maior detalhe nas histórias de vida destes integrantes, com três entrevistas em profundidade. Foi possível extrair que os Coletivos Culturais e seus integrantes atuam de forma perene, estando ativos mesmo após o término do fomento, atuando no mesmo território periférico e produzindo e circulando com a produção artístico-cultural de forma autônoma

This dissertation aimed to study the paths taken by cultural collectives from the outskirts of the city of São Paulo, focusing on those that were contemplated by the Fomento à Cultura da Periferia, instituted by Municipal Law nº 16.496/2016, which aims to expand the access to the means of production and enjoyment of artistic and cultural products by the population residing in this territory. It is about answering the question: once the project is finished, what happens to the fostered cultural collectives, their members and the artistic-cultural production developed by them with this cultural public policy? This selection was chosen because it was the law written and proposed by the Movimento Cultural da Periferia - MCP, a movement composed of the union of cultural forums and peripheral cultural collectives. Given this objective, the historical course of the elaboration and approval of the law is presented, as well as the concepts of periphery, cultural collective, peripheral subjects (sujeitos periféricos) and cultural workers. Adopting the materialist cultural criticism through the studies of Raymond Williams and Maria Elisa Cevasco, I also present the concepts of culture, as well as the theoretical references of Cultural Citizenship, Cultural Rights and Cultural Policy. The developed methodology was based on two consecutive phases, the first one aimed at obtaining a panoramic view, through the application of a survey with the members of the cultural collectives contemplated from the 1st Edition to the 3rd Edition; and a second stage aimed at delving into the life stories of these members in greater detail, with three in-depth interviews. It was possible to extract that the Cultural Collectives and their members act permanently, being active even after the end and acting in the same peripheral territory and producing and circulating with the artistic-cultural production in an autonomous way.
