Esta dissertação tem por objetivo estudar a construção da agenda de inovação no Estado de São Paulo, do início da constituinte paulista até 2008. O O foco central consiste em entender os vetores que levaram à esta atual configuração da política científica e tecnológica. Para a realização da pesquisa, será analisada a Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP), entidade que foi pioneira na implementação de programas de incentivo a inovação, é sabiamente um centro de excelência na política de C&T e que pauta esta política no estado mais rico do país. As conclusões indicam que esta nova agenda tem como ator principal a comunidade científica, e não os setores empresariais, pois a sua maior internacionalização possibilitou seus dirigentes acompanharem tendências mundiais. Este trabalho foi desenhado a fim de investigar o desenvolvimento da política de inovação em três níveis de análise: o contexto histórico, a dinâmica política e organizacional e as redes sociais.

The objective of this dissertation is to study the making of the innovation agenda in the São Paulo estate, from the beginning of the Paulista constituent until 2008. The central focus consists in understanding the vector which took to this present configuration of the scientific and technological policy. For the conduction of this study, the Foundation for Research Support - Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP), a pioneer entity in the implementation of programs encouraging innovation and which is widely known as a center of excellence in the scientific and technological (S&T) policy and which guides this policy in the richest state of the country, will be analyzed. The conclusions indicate that this new agenda has the scientific community in the leading role, and not the business sector, since its higher internationalization enabled its managers to follow world trends. This study was designed to investigate the development of the innovation policy in three levels of analyzes: the historical context, the political and organizational movements and the social networks.
