Este trabalho foi realizado com o objetivo de investigar como foi desenvolvida a política de educação infantil no município de São Luís, capital do estado do Maranhão, no período de 1996 a 2006. Para tanto, necessário se fez partir da análise da política educacional para essa etapa da educação básica no Brasil. Em seguida a caracterização histórica e política do Maranhão é utilizada para aclarar o cenário no qual está inserida a educação para as crianças pequenas no Estado. Da mesma forma as origens sociais e econômicas do município de São Luís e as composições dos quadros políticos locais, marcados pelo clientelismo e a política implementada pelos representantes do poder executivo municipal, esclarecem as condições históricas nas quais foi constituída a educação infantil nesse tempo e lugar. Apresenta-se a configuração da política de educação infantil na rede municipal coordenada pela Secretaria Municipal de Educação de São Luís (SEMED), incluindo a contratação da empresa de consultoria educacional Abaporu e suas principais ações realizadas na SEMED. A pesquisa utilizou-se de metodologia qualitativa, e também de pesquisa bibliográfica e documental, nas quais foram utilizadas fontes primárias e secundárias. Na fundamentação teórica recorreu-se a Kuhlmann Jr. (1998), Faria (2000), Campos (2001), Vasconcellos (2005) enquanto pesquisadores da história e da política da educação infantil no Brasil e às legislações brasileiras e documentos relativos à área da educação infantil. Recorremos a Gonçalves (2000, 2006), Lima (2007), Lopes (2007), Martins (2000), para analisar a história e a política do Maranhão e de São Luís. Foram também analisadas as legislações municipais referentes à educação estudada no período em questão e os documentos produzidos pela Secretaria Municipal de Educação. A pesquisa mostrou que a educação infantil tem sido o nível de ensino mais negligenciado pelo poder público no país, no estado do Maranhão e no município de São Luís, o que nos permite afirmar que somente uma reunião de esforços das três esferas administrativas e a efetivação do regime de colaboração entre essas esferas poderá qualificar ainda mais a educação das crianças nessa faixa etária.

This paper aims at examining how the policy for early childhood education was developed in the city of São Luís, capital of the Brazilian state of Maranhão, in the period from 1996 to 2006. It starts with the analysis of the educational policy for this stage of basic education in Brazil. Then, the historical and political characterization of Maranhão is used to explain the scenario in which early childhood education is placed in the state. Similarly, the economic and social origins of the city of São Luís, and its political frameworks compositions, marked by the Brazilian phenomenon known as rule of clientelism as well as the political process implemented by representatives of the municipal executive, explain the historical conditions in which early childhood education was formed at that time and place. It presents the general set up of the policy for children education in the municipal network coordinated by the Municipal Bureau of Education of São Luís (Secretaria Municipal de Educação de São Luís - SEMED), including the hiring of the educational consulting firm Abaporu and the main actions it has performed in SEMED at that time. This study has utilized qualitative methodology, as well as biographical and documental research, where primary and secondary sources were used. The theoretical foundation was prepared with grounds on Kuhlmann Jr. (1998), Faria (2000), Campos (2001), Vasconcellos (2005) in their capacity as researchers of history and policies for early childhood education in Brazil, as well as the Brazilian laws and documents relating to the area of children education. Gonçalves (2000, 2006), Lima (2007), Lopes (2007), and Martins (2000) were used to examine history and politics in Maranhão and São Luís. Municipal laws of São Luís and the documents produced by the Municipal Department of Education were also analyzed with regards to children education in the specified period. The study showed that early childhood education has been the level of education most neglected by the public administration in the country, in the state of Maranhão, as well as in the municipality of São Luís itself, which leads to the conclusion that only the reunion of efforts from the three federative spheres of power combined with and an effective regime of cooperation among these areas may qualify further the education of children in this age group.
