Este estudo procurou elaborar um modelo de análise or ganizacional, que pudesse servir de instrumento de diagnóstico e de parâmetro para intervenções visando processos de mudança, que incorporam as esferas do poder e da cultura de organizações complexas. A fundamentação teórica do modelo é multidiscipli nar e sua estrutura abrange o nivel macroestrutural, as políti cas organizacionais, os padrões culturais e políticos e as rela ções formais e informais. A organização analisada é o sistema penitenciário paulista que se caracteriza pela persistência de padrões culturais que estimulam a resistência à mudança e pela prevalência de redes de poder que impedem a integração do siste ma, seu aperfeiçoamento técnico e administrativo e seu desenvol vimento como instituição pública.

This study aims at a model for an organizational ana lysis which may serve as diagnosis and parameters for interven tions, viewing processes of change the incorporate the scopes of power and culture of complex organizations. The theorical key of the model is to produce moral and mental improvements, and its constant broaches the macrostructural levei, the organi zational policies, cultural and political patterns and its res pective formal and informal relation. The organization in focus is the penitenciary system in the city of São Paulo, firstly characterized by the cultural standards it has been based on — which withhold potential changes and improvements — and, se condly, by the prevailing organisms of power which hider the in tegration of the system, its technical and administrative impro vement and its development as a public institution.
