O trabalho se divide em duas partes: na primeira estuda-se os antecedentes das reformas, entendidos como base para entendimento das mesmas; na segunda, estuda-se especificamente a privatização, no quadro geral das transformações sistémicas. O trabalho constitui, de certa forma, resultado do conhecimento acumulado ao longo das pesquisas realizadas nos últimos 5 anos, no acompanhamento do processo de transformações iniciado com a perestroika, o tratar-se de uma experiência sem precedentes históricos, além de muito recente e em andamento, por um lado, e de realizar-se em ritmo muito rápido, por outro lado, acarretam particular dificuldade de análise; e criam o problema de sua permanente atualização, especialmente no que concerne ao processo de privatização, recém adentrado em sua fase mais decisiva. O trabalho não tem, por isso, caráter conclusivo, limitando-se à apreciação das diferentes avaliações existentes e a uma análise própria das informações disponíveis sobre a evolução do processo de transformações e da privatização tal como vêm evoluindo até o presente.

The work is divided into two parts: in the first part, the antecedents of the reforms are studied, understood as a basis for understanding them; in the second, privatization is specifically studied within the general framework of systemic transformations. The work is, in a way, the result of the knowledge accumulated during the research carried out in the last 5 years, in the monitoring of the process of transformations that started with perestroika, which is an experience without historical precedents, in addition to being very recent and in tempo, on the one hand, and of being carried out at a very fast pace, on the other hand, entail particular difficulty in analysis; and create the problem of its permanent updating, especially with regard to the privatization process, which has just entered its most decisive phase. The work is not, therefore, conclusive, being limited to the appreciation of the different existing assessments and to an analysis of the available information on the evolution of the transformation process and privatization as they have been evolving up to the present.
