Este estudo investiga o impacto que os programas de recuperação fiscal, ou "Refis", exercem sobre o montante de caixa e equivalentes registrados pelas companhias. Historicamente, os governos das três esferas do Brasil criam tais parcelamentos sob o pretexto de recuperar financeiramente as empresas nacionais, bem como aumentar a arrecadação e diminuir a dívida fiscal, sendo lançados novos programas a cada três anos, em média, a nível federal, com descontos de multas, juros e outros encargos legais. A literatura já avaliou se o "Refis" podem ser utilizados como instrumentos de planejamento tributário e, complementarmente, como meios de financiamentos conforme a teoria da pecking order, mas ainda não avaliou se os programas podem impactar os níveis de caixa das companhias. Neste contexto, utilizando os modelos de regressão linear (POLS), com estimativas a efeitos fixos e efeitos aleatórios e modelos de regressão quantílica para uma amostra de 2.182 empresas nacionais que apresentaram demonstrações financeiras dos anos de 2010 a 2021, aplicou-se o modelo de OPSW para averiguar os impactos que os parcelamentos especiais exercem sobre os níveis de caixa e equivalentes divulgados. Os resultados obtidos com os modelos estatístico revelam a existência de impactos das variáveis sobre os níveis de caixa avaliada na amostra, incluindo as de cunho tributário. Espera-se que estes resultados sejam relevantes para utilitários da informação contábil, notadamente normatizadores e profissionais, a fim de que possam impactar nas decisões contábeis, sobretudo relacionadas ao modo de utilização do caixa.

This study investigates the impact that tax recovery programs, also called "Refis", have on the amount of cash and equivalents levels recorded by companies. Historically, the governments of the three spheres of Brazil such installments under the pretext of financially recover national companies, as well as increasing collection and reducing the tax debt, with new programs being launched every three years, on average, at the federal level, offering discounts fines, interest and other legal charges. Prior research has already evaluated whether "Refis" can be used as tax planning instruments and, in addition, as a means of financing according to the pecking order theory, but has not yet evaluated whether the programs can impact companies' cash levels. To explore this context, I utilize panel data ordinary least square (POLS), fixed-effects, random effects, and quantile data regression panel for a sample of 2.182 companies located in Brazil from 2010 to 2021, and OPSW model was applied to investigate the impacts that tax special installments have on cash and equivalent levels. The results obtained with the data models reveal the existence of financial impacts that statistical variables have on cash, including the tax management models. I expect that the results of this research will be relevant to accounting information utilities, such as regulatory and practitioners, so that they can impact accounting decisions, especially related to the way cash is used.
