A promulgação da Lei Federal 11.947/2009 buscou incluir produtos da agricultura familiar no Programa Nacional de Alimentação Escolar. Porém, sempre houve indícios de que isto ainda não teria sido feito de forma satisfatória por todas as entidades executoras. Uma das possibilidades aparentemente pouco explorada pela academia seria a presença de grandes fornecedores tradicionais do PNAE, que pressionariam os municípios para manterem seu mercado. Buscou-se no presente trabalho descrever a rede de municípios e seus fornecedores do PNAE a fim de mapear os fornecedores mais poderosos. Para tal, foi feita uma análise de redes sociais que representa uma parcela dos municípios e todos os seus fornecedores para o Estado de São Paulo para os anos de 2013 a 2017. Foi feita uma análise descritiva das redes resultantes. Outra questão levantada pela literatura são as influências das características da localização geográfica das entidades executoras - tais como população, quantidade de agricultores familiares - na compra da agricultura familiar. A literatura aderente já apresenta pesquisas nesta área, todavia com ênfase em estudos de casos, na sua grande maioria localizados em regiões muito específicas e particularizadas. Os dados para compor a rede foram obtidos no Sistema de Gestão de Prestação de Contas/ Acesso Público, de onde foram baixadas as informações das notas fiscais relativas às entidades e aos anos estudados. Para viabilizar a tabulação utilizou-se um "Crawler Algorithm", tendo por objetivo averiguar a influência dessas variáveis na compra de produtos da agricultura familiar para o PNAE. Os resultados indicam que há sim fornecedores poderosos presentes em quase todo o estado com potencial para interferir negativamente na compra da agricultura familiar. Porém, a grande presença de fornecedores menores e locais, mesmo que não agricultores familiares, mostra o potencial desse programa para a promoção do desenvolvimento local.

The enactment of Federal Law 11,947 / 2009 sought to include family farming products in the National School Feeding Program. However, there was always evidence that this would not have been done satisfactorily by all executing entities. One of the possibilities apparently little explored by the academy would be the presence of large traditional PNAE suppliers, who would put pressure on municipalities to maintain their market. The present work sought to describe the network of municipalities and their PNAE suppliers in order to map the most powerful suppliers. To this end, a Social Network Analysis that represents a portion of the municipalities and all their suppliers for the State of São Paulo in the years 2013 to 2017 was performed. It was made a descriptive analysis of the resulting networks. Another issue raised by the literature is the influence of the characteristics of the geographic location of the executing entities - such as population, number of family farmers - in the purchase of products from family farming. The literature already presents research in this area, however with an emphasis on case studies, most of them located in very specific regions. The data to compose the network were obtained from the "Sistema de Gestão de Prestação de Contas/ Acesso Público", from where the information on the invoices from entities and the years studied were downloaded. To make tabulation feasible, it was used a Crawler Algorithm, with the objective of verifying the influence of these variables on the purchase of products from family agriculture for PNAE. The results indicate that there are powerful suppliers present in almost the entire state with the potential to interfere negatively in the purchase of products from family farmers. However, the large presence of smaller and local suppliers, even if they are not family farmers, shows the potential of this program to promote local development.
