O déficit de investimentos e a dificuldade em alcançar a universalização no sistema de saneamento brasileiro têm como potencial explicação na teoria econômica a presença de interferência política nas políticas regulatórias do setor. Esse trabalho desenvolve um modelo estilizado com o objetivo de compreender como decisões regulatórias podem ser afetadas quando a preocupação com a reeleição de um político incumbente faz parte da função objetivo de um regulador. Na ausência de interferência política é derivada uma regra de precificação para os reguladores em que os consumidores podem ou não ser altruístas, na qual a realização de investimentos implica em uma perda de utilidade para os usuários já presentes no sistema. Demonstra-se que quando o parâmetro de interferência política é positivo o regulador define, em equilíbrio, preços menores em relação ao cenário sem interferência. Alguns resultados do modelo teórico são testados por meio de um modelo econométrico que utiliza dados de um painel construído a partir de informações coletadas junto à agências reguladoras de saneamento. Os resultados encontrados corroboram as predições do modelo, de que ciclos eleitorais municipais afetam, negativamente, o preço da tarifa definido pelos reguladores.

The deficit of investments and the difficulty in achieving universalization in the Brazilian sanitation system may be potentially explained in economic theory by the presence of political interference in the regulatory policies of the sector. This work develops a stylized model with the objective of understanding how regulatory decisions can be affected when the concern with the re-election of an incumbent politician is part of the objective function of a regulator. In the absence of political interference, a pricing rule for regulators is derived in which consumers may be more altruistic, and in which the realization of investments implies a loss of utility for users already present in the system. It is demonstrated that when the parameter of political interference is positive, the regulator defines equilibrium prices lower than in the scenario without interference. Some results of the theoretical model are tested through an econometric model that uses data from a panel constructed from information collected from sanitation regulatory agencies. The results found corroborate the predictions of the model, that municipal electoral cycles negatively affect the tariff price defined by regulators.
