O objetivo geral desta pesquisa é descrever e analisar o funcionamento da cooperativa de reciclagem Reciclador Solidário de Piracicaba SP sob a abordagem da Teoria de Sistemas, visando fornecer dados para subsidiar as tomadas de decisão da organização cooperativista e da gestão municipal de Resíduos Sólidos Urbanos (RSU). Desta forma, os objetivos específicos consistem em: (a) Descrever os processos e interações existentes entre os elementos que compõem o sistema da cooperativa e as interconexões com a gestão dos RSU e com a cadeia da reciclagem; (b) identificar as fragilidades e potencialidades existentes; (c) detalhar os processos, objetivos, entradas e saídas e os principais elementos, interconexões e propósitos pertencentes à cooperativa e (d) compreender como os diferentes atores (sociedade civil, representantes da Prefeitura, do Ministério Público e da cooperativa de reciclagem) vivenciam e consideram a problemática dos resíduos recicláveis no município. Para alcançar os objetivos mencionados, os procedimentos metodológicos para a coleta dos dados consistiram em: pesquisa documental, observação, entrevistas semiestruturadas, pesquisa participativa para elaboração do Diagrama de Venn e questionário pelo "Google Forms". Para a realização da descrição e análise dos dados obtidos, foram construídos fluxogramas, organogramas, matriz SWOT, FMEA, Regressão Múltipla Robusta e Análise dos Componentes Principais. Dentre os resultados, é válido destacar que os principais desafios enfrentados pela cooperativa consistem em: retomada da coleta dos materiais recicláveis porta-a-porta; concorrência com organizações mais qualificadas; a busca pela contratação dos seus serviços pela Prefeitura; a baixa qualidade e quantidade de materiais recicláveis que chegam ao galpão de triagem e o reconhecimento da profissão, principalmente pela sociedade e poder público. O setor privado exerce grande influência na realidade das cooperativas de reciclagem e dos cidadãos na medida em que é responsável pela melhoria do design e das matérias-primas de seus produtos, na estruturação de logística reversa e na contratação dos serviços da cooperativa. O poder público, por sua vez, deve exercer seu papel de articulador de políticas públicas, fornecendo feedback dos resultados à população, além da fiscalização e promoção de incentivos e/ou penalizações, quando couber. O equilíbrio entre os diferentes propósitos e funções dos principais atores envolvidos na gestão de RSU e na cadeia da reciclagem consiste em um desafio essencial a ser superado.

The general objective of this research is to describe and analyze the operation of the recycling cooperative "Reciclador Solidário" in Piracicaba - SP under the Systems Theory approach, aiming to provide data to support the cooperatives organization and the management of Municipal Solid Waste's (MSW) decision making process. Thus, the specific objectives consist of: (a) Describe the existing processes and interactions between the elements that make up the Cooperative system and the interconnections with the management of MSW and with the recycling chain; (b) identify the existing weaknesses and potentialities; (c) detail the processes, objectives, inputs and outputs and the main elements, interconnections and purposes belonging to the Cooperative and (d) understand how the different actors (civil society, representatives of the municipality, the Public Ministry and the recycling cooperative) experience and consider the problematic of recyclable waste in the municipality. To achieve the mentioned objectives, the methodological procedures for data collection consisted of documentary research, observation, semi-structured interviews, participatory research for the elaboration of the Venn Diagram and a questionnaire using "Google Forms". To perform the description and analysis of the obtained data, flowcharts, organizational charts, SWOT matrix, FMEA, Robust Multiple Regression and Principal Component Analysis were used. Among the results, it is worth mentioning that the main challenges faced by the cooperative are: the resumption of door-to-door collection of recyclable materials; competition with more qualified organizations; the desire for the City Hall to hire their services; the low quality and quantity of recyclable materials that arrive at the sorting shed; and the recognition of the profession, especially by society and the government. The private sector has a great influence on the reality of the recycling cooperatives and citizens to the extent that it is responsible for improving the design and raw materials of their products, for structuring the reverse logistics, and for hiring the services of the cooperative. The government, in turn, must play its role as a public policy articulator, providing feedback on the results to the population, in addition to monitoring and promoting incentives and/or penalties, when appropriate. The balance between the different purposes and functions of the main players involved in SUW management and in the recycling chain is an essential challenge to be overcome.
