As discussões a respeito da relação entre desenvolvimento e meio ambiente foram acentuadas na década de 1960, por meio da produção de estudos a respeito dos limites ecológicos do crescimento. A Reforma do Estado brasileiro iniciada na década de 1990 redefiniu o seu papel em relação aos meios da governança e gerenciamento de seus recursos econômicos e sociais e intensificou a presença das concessões serviços em Unidades de Conservação com maior intensidade a partir dos anos 2000 (UCs). O presente estudo teve como objetivo principal compreender os possíveis impactos das concessões de uso e serviços autorizadas pela Lei Estadual nº 16.260/2016 no desenvolvimento territorial no entorno do Parque Estadual Serra do Mar - Núcleo Santa Virgínia (PESM-NSV). Para tal, o conceito de desenvolvimento territorial foi adotado, pois favorece a compreensão do território em suas diferentes frentes. A adoção das entrevistas no formato semiestruturado e a utilização da Escala Likert possibilitaram a efetivação da análise qualitativa e quantitativa. Foram entrevistados 18 sujeitos, sendo alguns membros do conselho consultivo do PESM-NSV e outros sujeitos foram contatados por meio da metodologia snowball, ou bola de neve. Foram elaborados gráficos, tabelas, quadros e transcritos trechos literais das entrevistas, obtidos por meio do método de Análise de Conteúdo. A categorização dos conteúdos foi realizada considerando os Indicadores para o Desenvolvimento Sustentável utilizados pelo IBGE e foram delimitadas quatro dimensões para análise: ambiental, econômica, social e institucional. Foram elaborados 16 indicadores para o desenvolvimento territorial e elaboradas unidades temáticas a fim de garantir maior robustez à análise. A análise dos conteúdos possibilitou compreender que a maioria dos sujeitos entrevistados concordam parcialmente com a possibilidade do futuro concessionário contribuir com a melhoria nos indicadores que compõem as quatro dimensões analisadas, principalmente nas dimensões ambiental e econômica. Referente às dimensões social e institucional, houve contraste no posicionamento dos sujeitos entrevistados, devido à conjuntura política e atual cenário vivenciado na Fundação Florestal.

The discussions regarding the relationship between development and environment were accentuated in the 1960s, through the production of studies regarding the ecological limits of growth. The Reform of the Brazilian State initiated in the 1990s redefined its role in relation to the means of governance and management of its economic and social resources, and intensified the presence of service concessions in Conservation Units with greater intensity as of the 2000s (UCs). The present study had as its main objective to understand the possible impacts of the use and service concessions authorized by State Law Nº 16,260/2016 on territorial development in the surroundings of the Serra do Mar State Park - Santa Virgínia (PESM-NSV) division. To this, the concept of territorial development was adopted as it favors the understanding of the territory in its different fronts. The adoption of interviews in a semi-structured format and the use of the Likert Scale made it possible to carry out a qualitative and quantitative analysis. Eighteen subjects were interviewed, some of them members of the advisory board of PESM-NSV, and other subjects were contacted through the snowball methodology. Graphs, tables, charts, and transcribed verbatim excerpts from the interviews were prepared using the Content Analysis method. The categorization of the contents was carried out considering the Sustainable Development Indicators used by the IBGE, and four dimensions were defined for analysis: environmental, economic, social, and institutional. Sixteen indicators for territorial development were elaborated and thematic units were created in order to ensure greater robustness to the analysis. The analysis of the contents made it possible to understand that most of the subjects interviewed partially agree with the possibility of the future concessionaire contributing to the improvement in the indicators that make up the four dimensions analyzed, especially in the environmental and economic dimensions. Regarding the social and institutional dimensions, there was a contrast in the positioning of the subjects interviewed, due to the political and current scenario experienced in the Forest Foundation.
