Este trabalho apresenta uma metodologia para a implantação de uma análise probabilística de segurança (APS) de nível 1 para eventos externos. Além disso, tem como objetivo aplicar esta metodologia à análise de um reator nuclear em fase de projeto, localizado no interior do Estado de São Paulo. Dentre as motivações deste trabalho, é necessário destacar a busca por uma abordagem abrangente e estruturada para identificar perigos externos únicos e combinados e selecionar possíveis cenários acidentais decorrentes de eventos iniciadores gerados por estes perigos. O processo de revisão bibliográfica e normativa possibilitou a formulação de uma metodologia alinhada às principais referências elaboradas pela IAEA, U.S.NRC, EPRI, entre outras organizações internacionais. Consequentemente, a metodologia foi delineada de forma a ser desenvolvida por meio de etapas consecutivas, considerando sua aplicação gradativa no que diz respeito à APS de eventos externos ao longo da vida útil do reator. O estudo de caso permitiu demonstrar a aplicação da metodologia até a etapa de seleção de perigos externos únicos. Assim, a aplicação para um reator nuclear experimental em fase de projeto é apresentada, demonstrando que é possível reduzir, de forma justificada e rastreável, o número de perigos externos a serem considerados nas etapas posteriores da APS de eventos externos.

This work presents a methodology for the implementation of a level 1 probabilistic safety analysis (PSA) for external events. In addition, it aims to apply the proposed methodology to the analysis of a nuclear reactor that is in the design phase and will be constructed in the interior of the State of São Paulo. Among the motivations of this work, it is necessary to highlight the search for a comprehensive and structured approach to identify single and combined hazards and select possible accidental scenarios arising from initiating events generated by these hazards. The bibliographic and normative review process contributed for the consolidation of a methodology aligned with the main references published by the IAEA, U.S.NRC, EPRI, among other international organizations. Therefore, the methodology consists of consecutive stages, which shall gradually be applied to the External Events PSA development throughout reactor lifetime. The case study demonstrated the application of the first three stages of the methodology, including the selection of single external hazards by means of a screening analysis. Thus, the methodology application for an experimental nuclear reactor in its design phase was presented, demonstrating that the number of external hazards to be considered in the External Events PSA can be reduced in a traceable and justifiable way.
