Esta pesquisa trata, em estudo de casos Brasil e Argentina, de políticas públicas do audiovisual dos dois países, marcos normativos de direitos das crianças e estudos das infâncias e do campo da comunicação no contexto da visibilidade de tensões sociais contemporâneas na TV pública infantil, em temas como a discriminação racial, preconceitos de gênero e desigualdades sociais. O objetivo do trabalho foi delinear, de forma transdisciplinar, os debates em voga em marcos regulatórios sobre a infância, demandas de movimentos sociais, gestões de governo e no meio acadêmico no arco temporal de 2010 a 2022, período de relevantes políticas de estímulo ao audiovisual no Brasil e na Argentina. O estudo de casos teve como corpus produções realizadas para a TV pública: a série documental "Toda Menina Baiana" (TV Kirimurê, TVE-Bahia e Futura), do Brasil, e a série "Inventar Pakapaka Pregunta", produzida pela TV infantil pública Pakapaka, da Argentina, com o conselho consultivo de crianças criado pelo canal. Em análise qualitativa exploratória, o trabalho teve como metodologia a realização de entrevistas com produtores audiovisuais, revisão bibliográfica e análise do contexto de criação e realização dos programas selecionados. Com a contribuição teórica de autores de estudos sociais da infância e do campo da comunicação, destacamos que a perspectiva da criança produtora de cultura e conhecimento, protagonista nas telas e com direito de participação social, move estruturas promissoras no campo da televisão destinada ao público infantil, principalmente na interface mídia e educação.

This research approaches, in case studies from Brazil and Argentina, public audiovisual policies in both countries, normative frameworks, childhood studies and the field of communication in the context of the visibility of tensions and contemporary social themes on children's public TV, such as racial discrimination, social inequality and gender prejudice. The main purpose was to outline, in a transdisciplinary way, the debates in vogue in regulatory frameworks on childhood, demands of social movements, government management and academic debates from 2010 to 2022. The case study had as corpus productions from public TV: the series "Toda Menina Baiana" (TV Kirimurê, TVE-Bahia and Futura), from Brazil, and the series "Inventar Pakapaka Pregunta", produced by public children's TV Broadcast channel Pakapaka, in Argentina, with the advisory board of children created by the channel. In exploratory qualitative analysis, the work had as methodology the accomplishment of interviews with audiovisual producers, analysis of the series and bibliographic review. With the theoretical contribution of authors of childhood studies and from the field of communication, we highlight that the perspective of the child as producer of culture and knowledge, protagonist on screens and with the right to social participation, moves promising structures in the field of television aimed at children, mainly at the media and education interface
