Esta investigação tem o objetivo de analisar as estratégias, limites e desafios institucionais da participação social no âmbito do Mercosul. Para tanto, esta dissertação propôs o debate teórico acerca da compreensão dos preceitos do neoliberalismo e de suas implicações no regionalismo latino-americano contemporâneo, com o objetivo de estudar o processo de integração regional do Mercosul desenvolvido à luz do regionalismo aberto e compreender a dinâmica participativa do bloco, analisando seus principais instrumentos e mecanismos institucionais. Para o desenvolvimento da presente pesquisa, realizou-se o estudo a partir de uma abordagem interdisciplinar que parte do diálogo entre a Ciência Política e as Relações Internacionais a fim de analisar os movimentos e disputas políticas e econômicas relacionadas a integração mercosulina, especialmente orientados a compreender a dinâmica da participação dos atores sociais. Os resultados obtidos nesta investigação apontam para a existência de uma disputa sobre o processo de integração do Mercosul entre os governos liberais, vinculados às propostas de regionalismo aberto e vocação comercial, e os governos progressistas, os quais propõem uma integração multidimensional a partir de um eixo revisionista. Ainda, a baixa complexidade institucional e a debilidade dos instrumentos e mecanismos de participação respondem a razão neoliberal do regionalismo aberto.

This investigation aims to analyze the institutional strategies, limits, and challenges of social participation within Mercosur. Therefore, this thesis proposed the theoretical debate on understanding the precepts of neoliberalism and its implications for contemporary Latin American regionalism, with the aim of studying the Mercosur regional integration process developed based on open regionalism as well as to understanding the dynamics participation of the bloc, analyzing its main instruments and institutional mechanisms. For the development of this research, the study was carried out from an interdisciplinary approach based on the dialogue between Political Science and International Relations to analyze the political and economic movements and disputes related to Mercosur integration, especially oriented to understand the dynamics of the social participation. The results obtained in this investigation indicate the existence of a dispute over the Mercosur integration process between liberal governments, related to the proposals of open regionalism and commercial vocation, and progressive governments, which propose multidimensional integration according to a revisionist axis. Furthermore, the low institutional complexity and weakness of the instruments and mechanisms of participation respond to the neoliberal reason of open regionalism.
