Esta dissertação estuda as relações civis-militares durante a Revolução Cubana e a Revolução Bolivariana através da análise da dinâmica entre partido e forças armadas, utilizando o método comparativo e histórico. No primeiro capítulo, introduzimos os debates sobre as relações entre civis e militares na Ciência Política e apresentamos como termos originários destes (em especial, pretorianismo e militarismo) são utilizados para criticar os dois processos políticos. No segundo, analisamos como a tradição socialista abordou a questão militar. No terceiro, estudamos o longo processo de estruturação do Partido Comunista de Cuba e das Forças Armadas Revolucionárias no pós-Revolução Cubana. No quarto, estudamos a conformação do bolivarianismo, dos partidos ligados ao processo bolivariano e das Forças Armadas Bolivarianas. No quinto, realizamos a comparação pretendida entre os dois processos políticos. Concluímos ao final da pesquisa que, em que pese dificuldades comparativas entre objetos de estudo, o controle partidário do Partido Comunista de Cuba sobre as Forças Armadas Revolucionárias durante o pré-1990 foi mais intenso do que o exercido pelo Partido Socialista Unido de Venezuela sobre as Forças Armadas Bolivarianas.

This thesis studies civil-military relations during the Cuban Revolution and the Bolivarian Revolution through the analysis of the dynamics between the party and the armed forces, using the comparative and historical method. In the first chapter, we introduce debates about civil-military relations in Political Science and show how terms originating from these debates (in particular, praetorianism and militarism) are used to criticize both political processes. In the second, we analyze how the socialist tradition addressed the military question. In the third, we study the long structuring process of the Cuban Communist Party and the Revolutionary Armed Forces in the post-Cuban Revolution. In the fourth, we study the conformation of Bolivarianism, the parties linked to the Bolivarian process and the Bolivarian Armed Forces. In the fifth, we performed the intended comparison between these two political processes. We conclude at the end of the research that, despite comparative difficulties between objects of study, the control of the Cuban Communist Party over the Revolutionary Armed Forces during the pre-1990 period was more intense than that exercised by the United Socialist Party of Venezuela over Bolivarian Armed Forces.
