Após vinte anos de negociações, em junho de 2019 foi anunciada a conclusão dos textos do processo de conciliação do acordo político com vista a um acordo comercial ambicioso, equilibrado e abrangente entre os blocos Mercosul (Mercado Comum do Sul) e UE (União Europeia). Os textos do acordo assumem compromissos que evidenciam o processo de integração para a facilitação do comércio e aproximação dos Estados envolvidos, com diálogos que oferecem esperanças de crescimento econômico e desenvolvimento para os países. No momento do anuncio do encerramento dos textos houve uma movimentação positiva entre os governos, principalmente nos governos da América do Sul, que demonstraram extremo interesse e admiração com os possíveis resultados dessas negociações. E o principal setor destacado foi o de agronegócios, que é visto como o detentor dos maiores benefícios. Com estas alegações, surgiram as inquietações acerca do momento econômico no Mercosul, em que o acordo foi finalizado, seu moroso histórico de negociações e a promessa de promover o mercado de produtos primários e receber a concorrência dos produtos manufaturados. Além do destaque ao agronegócio, sendo que, esse foi um dos temas com maiores divergências entre os blocos no decorrer dos anos. Esses pensamentos instigaram o aprofundamento dos estudos sobre a integração regional e a sua relação com o desenvolvimento e subdesenvolvimento dos países, com foco nos países sul-americanos em decorrência da assimetria com o bloco europeu. O objetivo desta pesquisa foi analisar essa integração intrablocos e a proposta de parceria entre eles, pontuando as reflexões históricas, negociações e os principais questionamentos que foram baseados nos entendimentos sobre desenvolvimento, subdesenvolvimento e o papel da industrialização nesses processos. A metodologia de pesquisa trabalhada pode ser classificada como qualitativa, descritiva e exploratória. Foi realizada uma revisão bibliográfica, retornando aos pensamentos Cepalinos sobre o desenvolvimento acelerado pelo incremento industrial, bem como, os relacionando com os estudos modernos. Colocando em pauta a preocupação sobre os termos que ainda fazem parte dos diálogos para vigorar o acordo, afinal, esse tema é atual e está acumulando reuniões, notícias e posicionamentos.

After twenty years of negotiations, in June 2019, the completion of the texts to a conciliation process of a political agreement towards an ambitious, balanced, and comprehensive trade agreement between the MERCOSUR (Southern Common Market) and the UE (European Union) was announced. The texts of the agreement established commitments that highlight the integration process to facilitate trade and bring the involved states closer together, with dialogues offering hopes of economic growth and development for the countries. At the time of the announcement of the conclusion of the texts, there was a positive movement among the governments, especially in South American governments, which showed extreme interest and admiration for the possible outcomes of these negotiations. The main sector highlighted was the agribusiness, seen as the one holding the greatest benefits. With these claims, concerns arose about the economic situation in Mercosur, where the agreement was finalized, its lengthy history of negotiations, and the promise to promote the market for primary products and face competition from manufactured goods. In addition to the focus on agribusiness, which was one of the topics with the greatest disagreements between the blocs over the years. These thoughts prompted further studies on regional integration and its relationship with the development and underdevelopment of countries, with a focus on South American countries due to the asymmetry with the European bloc. The objective of this research was to analyze this in-bloc integration and the proposed partnership between them, emphasizing historical reflections, negotiations, and the main questions based on understandings of development, underdevelopment, and the role of industrialization in these processes. The research methodology can be classified as qualitative, descriptive, and exploratory. A bibliographic review was conducted, revisiting CEPAL thoughts on development accelerated by industrial growth and relating them to modern studies.
