A pesquisa estudou as práticas de Relações Internacionais (RI) vinculadas ao Desenvolvimento Local (DL) empreendidas nas cidades de Santo André (Brasil), Rosário (Argentina) e Montevidéu (Uruguai), a partir das duas últimas décadas do século XX. Procurou identificar quais foram as motivações e objetivos para essa prática. Discutiu os possíveis alcances dessas gestões municipais, que buscaram assumir uma dimensão de Governo Municipal, não apenas de Administração Municipal, inserindo-se assim na esfera política, concebendo a cidade como espaço de mudança social e de acumulação política. Para desenvolver a pesquisa e compor sua estrutura final, buscou-se teorias e conceitos sobre a cidade e o nacional, o desenvolvimento local, a disputa pela hegemonia, o Estado e a sociedade. Suscitaram-se discussões sobre as formas de dominação e as disputas partidárias que podem conformar os modelos de políticas públicas e a relativa autonomia das cidades na política internacional. O trabalho contou com revisões bibliográficas e pesquisas de campo, onde foram recolhidas publicações oficiais dos governos e realizadas entrevistas com gestores públicos e lideranças políticas. O principal critério de seleção destas cidades foi um conjunto de fatores políticos: a relevante atuação destas na Rede Mercocidades e a proximidade político-ideológica dos partidos que governavam as cidades durante a criação e o aprofundamento das inserções internacionais locais. Nos três casos estudados percebeu-se: a criação de uma espécie de política econômica local; o fortalecimento do Estado por meio de políticas sociais; e, a cooperação internacional sendo utilizada como apoio estratégico para um modelo de desenvolvimento alternativo ao que vigorava no continente durante os anos 1990. Sugere-se, como resultado da pesquisa, que os governos locais buscaram produzir alternativas de discurso, de ação e de cultura política, mobilizando movimentos urbanos em agendas anti-hegemônicas e buscando acúmulo de força política; e que a cooperação internacional foi então, mais que apoio ao desenvolvimento local, mas representou a busca por legitimidade à disputa de hegemonia.

Local Development (LD) undertaken in the cities of Santo André (Brazil), Rosario (Argentina) and Montevideo (Uruguay), from the last two decades of the twentieth century. The study sought to identify what were the motivations and goals for the practice and discussed the possible scope of these municipality's administrations, which sought to take a dimension of "Municipality Government," and not just "Municipality Administration", so it becomes integrated in the political sphere, conceiving the city as a space for social change and accumulation policy.To develop the research and the writing for their final structure, we sought to theories and concepts about the city and the national and local development, the struggle for hegemony, the state and society. Gave rise to discussions about the forms of domination and partisan disputes that can conform to models of public policies and the relative autonomy of the cities in the international policies.The work was carried out by literature reviews and field surveys, which were collected from official government publications and interviews with public managers and political leaders. The main criterion for selection of these cities was a set of political factors: a relevant role in these Mercocities Network and the proximity of the political- ideological parties that governed the city during the creation and deepening of international insertion sites.In all three cases studied it was noticed the creation of a sort of local economic policy, the strengthening of the state through social policies, and the international cooperation being used as a strategic support for alternative development model that existed in the continent during the year 1990. It is suggested, as a result of research, who the local governments seek alternatives to produce speech, action and political culture, urban movements in mobilizing anti-hegemonic agendas and seeking accumulation of political power, and that international cooperation could be more than a support for local development, because represented the pursuit of strengthening during dispute for the legitimacy of hegemony.
