Comparam-se, nesta dissertação, duas abordagens sobre o desenvolvimento económico: o estruturalismo de Raúl Prebisch e a versão não catastrofista do conceito de dependência desenvolvida por Fernando Henrique Cardoso. Dados os diferentes momentos históricos, realiza-se a comparação de forma não cronológica, mas segundo eixos-chave do pensamento. O conceito centro-periferia, primeiro eixo, representa para Prebisch uma subordinação entre países baseada na propagação da tecnologia e nos ciclos económicos, que resulta em uma estrutura produtiva heterogénea na periferia. Cardoso distingue os termos subdesenvolvimento, dependencia e periferia, e afirma que a vinculação desta última aos centros (dependencia) seria realizada por grupos sociais. Prebisch, economista, pouco se ocupa com o papel das classes segundo eixo da comparação , mas enfatiza que estas seriam menos organizadas na periferia, e imputa à burguesia padrões de consumo imitativos aos existentes no centro, o que reduziria sua capacidade de acumulação. Cardoso, sociólogo, foca seus estudos no papel das classes sociais e mostra serem os papéis da burguesia diferentes no desenvolvimento originário do centro e na condição da periferia. O papel do Estado, terceiro eixo da comparação, é enfatizado por Prebisch, e, segundo ele, deveria ser o de realizar esforços contracíclicos, promover o desenvolvimento por meio da industrialização e buscar a integração regional, elementos de uma estratégia coordenada. Para Cardoso, cabe ao Estado, ao menos, estimular o processo de acumulação. Embora sejam obras datadas, estão entre as primeiras a abordar a ainda incipiente globalização e constituem importantes contribuições ao estudo do desenvolvimento económico da América Latina

In this dissertation two approaches to economic development are compared: Raúl Prebischs structuralism and the non catastrophic version of the idea of dependency developed by Fernando Henrique Cardoso. Taking into consideration the different historie moments, the comparison is made not chronologically but according to the key axes of thought. The concept center - periphery, the first axis, represents for Prebisch the subordination among countries based on the uneven spread of technical progress and on economic cycles, which results in a structural heterogeneity of the productive sectors in the periphery. Cardoso distinguishes the tenns underdevelopment, dependency and periphery, and affirms that the link between the latter and the center (the dependency) is made by social groups. Prebisch, as an economist, does not emphasize the role of the classes (the second axis of the comparison), but mentions that they are less organized in the periphery. He also relates the reduced capacity for accumulation of the upper class to its imitation of the consuming pattems of the center. Cardoso, as a sociologist, focuses on the role of the social classes and shows that the roles of the bourgeoisie were different in the original development process of the center and in the circumstances of the periphery. The role of the State, which is the third axis of the comparison, is emphasized by Prebisch, who says that role should be to make counter-cyclical macroeconomic policies, promote development through industrialization, and increase the intraregional trade - elements of a coordinated strategy. According to Cardoso, the State should at least stimulate the process of accumulation. Although the analyzed texts are from former times they are among the very first to broach the incipient subject of globalization and are important contributions to the study of the economic development of Latin America
