O tema do patrimônio cultural imaterial ganhou maior relevo no cenário internacional a partir da criação da Convenção da UNESCO para a Salvaguarda do Patrimônio Cultural Imaterial de 2003. Embora a Convenção de 2003 tenha seus aspectos positivos, ela também apresenta limitações, como, por exemplo, a questão financeira. A UNESCO é uma entidade que não tem independência financeira. Para que suas atividades sejam realizadas, ela necessita da contribuição de seus Estados Membros. Desta forma, ela não dispõe de orçamento suficiente para atender às solicitações de assistência financeira de todos os Estados Membros, em especial dos menos desenvolvidos, para que estes tenham condições de promover ações de salvaguarda. No cenário latino-americano, a situação não é muito diferente. Sabe-se que esta é uma das regiões mais desiguais do mundo. Ao se analisar as políticas para o patrimônio cultural imaterial de alguns países da Região, constatou-se que embora alguns disponham de capacidade técnica e equipe qualificada para atuar e desenvolver ações de salvaguarda, quando há o repasse financeiro para o setor responsável, o montante destinado é insuficiente para apoiar e viabilizar iniciativas de promoção e proteção do patrimônio cultural imaterial das comunidades titulares, que dependem de recursos financeiros para se manter e continuar. Com base nas verificações previamente compartilhadas, a presente tese busca, através de uma pesquisa exploratória e de natureza qualitativa, propor alternativas para que a salvaguarda e a promoção dos elementos culturais imateriais, que precisem de assistência financeira, ocorram na Região. Uma destas sugestões é pensar o processo de salvaguarda a partir das perspectivas e iniciativas das comunidades titulares do patrimônio. Considerando que estes atores estão mais próximos da realidade e das necessidades de seu patrimônio, eles podem se mobilizar para preservá-lo, de forma a complementar os trabalhos já desenvolvidos pelos Estados e pela UNESCO, como será demonstrado nesta pesquisa. A tese ainda sugere, como opção ao patrimônio cultural imaterial latino-americano que tenha a necessidade de financiamento para sua existência, a adoção do crowdfunding. Nesse sentido, pretende-se examinar se a estratégia de crowdfunding pode resolver, ainda que em parte, a dificuldade que alguns titulares do patrimônio cultural imaterial latino-americano encontram para salvaguardá-lo pela escassez/inexistência de recursos financeiros necessários para sua proteção e promoção. Como resultados esperados procura-se demonstrar a viabilidade de se criar mecanismos alternativos para salvaguardar o patrimônio cultural imaterial latino-americano, como o crowdfunding, que pode se converter em uma ferramenta valiosa para que as comunidades titulares consigam manter suas tradições sem a dependência exclusiva do Estado ou da UNESCO, a partir da sensibilização, engajamento, mobilização e participação de todos os seus membros.

The theme of intangible cultural heritage has gained greater prominence internationally since the creation of the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage in 2003. Although the 2003 Convention has its positive aspects, it also has limitations, such as the financial issue. UNESCO is an organization that has no financial independence. To carry out its activities, it needs the contribution of its Member States. Thus, it does not have an enough budget to meet the requests for financial assistance from all Member States, especially the less developed ones, so that they are able to promote safeguarding actions. In the Latin American scenario, the situation is not very different. It is known that this is one of the most unequal regions in the world. When analyzing the policies for intangible cultural heritage of some countries in the region, it was found that although some have technical capacity and qualified staff to act and develop safeguarding actions, when there is a financial transfer to the responsible sector, the amount allocated is insufficient to support and enable initiatives for the promotion and protection of the intangible cultural heritage of the titular communities, which depend on financial resources to maintain it and continue it. Based on the verifications previously shared, the present thesis seeks, through exploratory research and of qualitative nature, to propose alternatives for the safeguarding and promotion of intangible cultural elements that need financial assistance to occur in the Region. One of these suggestions is to think the safeguarding process from the perspectives and initiatives of the communities that own the heritage. Considering that these actors are closer to the reality and needs of their heritage, they can mobilize to preserve it, to complement the work already developed by the States and by UNESCO, as it will be demonstrated in this research. The thesis also suggests, as an option to the Latin American intangible cultural heritage that needs funding for its existence, the adoption of crowdfunding. In this sense, this work intends to examine whether the crowdfunding strategy can solve, even partially, the difficulty that some holders of Latin American intangible cultural heritage meet in safeguarding it due to the lack of financial resources necessary for its protection and promotion. As results from this research, it is expected to demonstrate the feasibility of creating alternative mechanisms to safeguard Latin American intangible cultural heritage, such as crowdfunding, which can become a valuable tool for heritage communities to maintain their traditions without exclusive dependence on the State or UNESCO, as from the awareness, engagement, mobilization, and participation of all its members.
