A educação é um dos direitos que deve ser garantido aos adolescentes e jovens em cumprimento de medida socioeducativa com privação total de liberdade em instituição educativa. No estado de São Paulo a escolarização desses adolescentes é viabilizada mediante o trabalho educativo de escolas vinculadoras, que são unidades escolares da rede pública de ensino que atuam no interior dos Centros de Internação da Fundação CASA, a autarquia fundacional responsável pelo processo socioeducativo de adolescentes e jovens em cumprimento de medidas socioeducativas. No início do ano de 2020, a pandemia da COVID-19 motivou a necessidade de distanciamento físico para evitar a disseminação da doença e, dessa forma, as aulas presenciais foram suspensas em todas as unidades escolares do estado de São Paulo e substituídas pelo ensino de modo remoto. O estudo proposto teve por objetivo analisar a garantia do direito à educação de adolescentes em cumprimento de medida socioeducativa com privação total de liberdade durante o contexto da pandemia da COVID-19, sob a perspectiva de professores e coordenadores pedagógicos das escolas vinculadoras do município de São Paulo-SP. Desenvolveu-se por meio da coleta e análise de dados provenientes de: a) normativas referentes à educação na pandemia; b) entrevistas presenciais com roteiro estruturado realizadas com coordenadores pedagógicos e aplicação de questionários on-line com professores, ambos de escolas estaduais vinculadoras da Divisão Regional Metropolitana Noroeste da Fundação CASA (DRMNO). Foram realizadas cinco entrevistas e obtidos dezenove questionários, respondidos por professores das quatro escolas participantes. A análise temática de conteúdo foi adotada como técnica de análise dos dados coletados. Os socioeducandos da Fundação CASA não tiveram acesso às plataformas, aplicativos ou a outros recursos digitais, diferentemente do que aconteceu com os demais estudantes do ensino regular no estado de São Paulo. As atividades pedagógicas dirigidas a eles se deram, fundamentalmente, por meio de roteiros de atividades impressos em papel e transmitidas por funcionários da Fundação CASA, uma vez que não houve contato direto com os professores das escolas vinculadoras. Segundo os participantes do estudo isso implicou em um conjunto significativo de problemas e limitações persistentes, tanto para o trabalho educativo quanto para o processo de aprendizagem dos socioeducandos. Na perspectiva dos educadores, as estratégias educativas adotadas prejudicaram a qualidade do ensino e não foram suficientes para evitar prejuízos importantes no processo educacional. Nesse sentido, a maior parte deles considera que o direito à educação não foi garantido, se levada em conta a qualidade da educação oferecida. Evidenciou-se que no histórico de segregação escolar desses adolescentes e jovens, a pandemia representou o aprofundamento das dificuldades de acesso ao direito à educação em condições de igualdade

Education is one of the rights that must be guaranteed to adolescents and young people who are serving a socio-educational measure with total deprivation of freedom in an educational institution. In the state of São Paulo, the schooling of these adolescents is made possible through the educational work of the linking schools, which are public school units that operate inside the detention centers of the CASA Foundation, the foundation autarchy responsible for the socio-educational process of adolescents and youths under socio-educational measures. In the beginning of the year 2020, the pandemic of COVID-19 motivated the need for physical distance to avoid the spread of the disease and, thus, face-to-face classes were suspended in all school units in the state of São Paulo and replaced by remote teaching. The proposed study aimed at analyzing the guarantee of the right to education for adolescents under socio-educational measures with total deprivation of freedom during the context of the COVID-19 pandemic, from the perspective of teachers and pedagogical coordinators of the binding schools in the municipality of São Paulo-SP. It was developed through the collection and analysis of data from: a) norms referring to education in the pandemic; b) face-to-face interviews with structured script conducted with pedagogical coordinators and application of online questionnaires with teachers, both from state schools linked to the Metropolitan Regional Division Northwest Regional Division of the CASA Foundation (DRMNO). Five interviews were conducted and nineteen questionnaires were obtained, answered by teachers from the four participating schools. Thematic content analysis was adopted as a technique for analyzing the data collected. The socioeducados in the CASA Foundation did not have access to platforms, applications or other digital resources, unlike what happened to the other regular school students in the state of São Paulo. The pedagogical activities directed to them were done, fundamentally, by means of activity guides printed on paper and transmitted by employees of the CASA Foundation, since there was no direct contact with the teachers of the schools that are linked to them. According to the study participants, this implied a significant set of persistent problems and limitations, both for the educational work and for the learning process of the social-learners. From the educators' perspective, the educational strategies adopted harmed the quality of teaching and were not enough to avoid important losses in the educational process. In this sense, most of them consider that the right to education has not been guaranteed, if the quality of the education offered is taken into account. It became evident that in the history of school segregation of these adolescents and young people, the pandemic represented the deepening of the difficulties of access to the right to education on equal terms
