Esta pesquisa almejou observar a regulação da Twitch e os casos noticiados de canais de streamers de jogos banidos em anos eleitorais no Brasil e nos Estados Unidos (2016, 2018, 2020 e, sobretudo, 2022), investigando a existência de co-ocorrências entre desinformação político-eleitoral e discriminação de raça, gênero e orientação sexual. Foi avaliada a hipótese de que tais intersecções teriam ocorrido em canais de ambos os países. Ademais, objetivou identificar os mecanismos de enforcement da plataforma para mitigá-los, e verificar se estão em conformidade com princípios de Regulação de Plataformas e Moderação de Conteúdo mais adequados à contenção de desinformação e discriminação sem abdicar do devido processo. Há três quadros analíticos: I. usuários e streamers, com análise de conteúdo de ambos em transmissões passadas e chats de 2022; II. a Twitch (seus meios de enforcement, Diretrizes da Comunidade e Relatórios de Transparência); e III. Princípios norteadores. Constatou-se que, apesar do avanço regulatório da plataforma em adequação, principalmente a partir de 2020 com relatórios, os casos continuaram e com fortes intersecções entre desinformação político-eleitoral e discriminação racial nos dois países.

This research aimed to observe the regulation of Twitch and the reported cases of banned game streamers channels during election years in Brazil and in the United States (2016, 2018, 2020 and, above all, 2022), investigating the existence of co-occurrences between disinformation with political-electoral bias and discrimination based on race, gender and sexual orientation. The hypothesis that such intersections would have occurred in channels of both countries was evaluated. In addition, it aimed to identify the platform's enforcement mechanisms to mitigate them, and verify whether they are in compliance with the principles of Platform Regulation and Content Moderation that are more appropriate for containing misinformation and discrimination without abdicating due process. There are three analytical frameworks: I. users and streamers, with content analysis of both in past broadcasts and chats from 2022; II. Twitch (its means of enforcement, Community Guidelines and Transparency Reports); and III. Guiding principles. It was found that, despite the regulatory advancement of the platform in adequacy, mainly from 2020 with transparency reports, the cases continued and with strong intersections between political-electoral disinformation and racial discrimination in both countries.
