Esta tese narra a experiência de criação do Centro de Memórias das Lutas Populares Ana Dias, assim como do podcast Memórias Quebradas, por um grupo de ativistas, em sua maioria residentes em bairros periféricos nas margens sul da cidade de São Paulo. O interesse pela produção de registros das mobilizações populares surgiu no contexto das plenárias do Fórum em Defesa pela Vida (FDV), uma rede de moradores e atores políticos envolvidos com o tema dos direitos humanos e da gestão pública na região do bairro do Jardim Ângela e arredores. Historicamente, as periferias paulistanas são marcadas por longas trajetórias de lutas populares lideradas por seus moradores para pressionar o poder público a promover melhorias em seus territórios. O FDV é um dos diversos espaços de articulação da sociedade civil que surgiram a partir dessas mobilizações que vêm acontecendo, principalmente, desde 1980 e 1990. São inúmeras as conquistas que o FDV e outros coletivos periféricos conseguiram nas últimas décadas, envolvendo desde a construção de creches, escolas, hospitais e outros equipamentos públicos até a expansão da infraestrutura urbana, como saneamento básico, linhas de ônibus e metrô, ampliação de ruas e avenidas, dentre outras. Apesar de as periferias terem recebido investimentos públicos que promoveram algumas melhorias nas comunidades, não foram suficientes para enfrentar as desigualdades sociais e econômicas e garantir condições mínimas de vida, uma vez que as decisões orçamentárias dos gestores públicos costumam priorizar os interesses privados de pequenos grupos da classe dominante, como o empresariado, e não sua eficiência social. Diante deste cenário desafiador e do contexto mais recente de perda de direitos sociais e precarização do trabalho, incentivar moradores das comunidades a se organizarem em torno de interesses comuns e da garantia de bens urbanos básicos pode ser um caminho para novas conquistas. Os participantes do FDV acreditam que a produção e disseminação de registros das memórias das lutas populares, como faz o podcast Memórias Quebradas, podem colaborar para uma maior conscientização das pessoas acerca da importância das lutas populares e sua sensibilização para participarem. Esta pesquisa discute a temática das memórias, lutas populares e periferias a partir não só do compartilhamento da experiência de criação de um centro de memória, mas do diálogo com autores que refletem sobre essas questões e outras relacionadas à produção do espaço urbano, à cidadania e às desigualdades. A pesquisa-ação participativa e a produção partilhada do conhecimento foram as propostas metodológicas que apoiaram a construção de relações dialógicas e processos participativos com as comunidades. Envolver-se com as ações de intervenção social seja no contexto do centro de memória ou do FDV levaram a autora, seguindo os preceitos da autoetnografia, a partilhar histórias pessoais do período em que viveu na periferia a fim de contribuir com as reflexões teóricas sobre exclusão social e pertencimento. A principal contribuição desta tese é evidenciar possibilidades de novas relações e colaborações da universidade junto as periferias por meio de experiências práticas de criação e produção coletiva de conhecimento

This thesis narrates the experience of creating the Centro de Memórias das Lutas Populares Ana Dias (Ana Dias Center of Popular Fights Memories), as well as the podcast Memórias Quebradas (Broken/Peripheral Memories), by a group of activists, mostly residents of peripheral neighborhoods in the southern fringes of São Paulo city. The interest in producing records of popular mobilizations arose in the context of the plenary sessions of the Fórum em Defesa pela Vida (FDV), (Forum in Defense for Life), a network of residents and political actors involved with human rights and public management in the region of Jardim Ângela and surrounding areas. Historically, São Paulo's outskirts are marked by long trajectories of popular fights led by their residents to pressure public authorities to promote improvements in their territories. The FDV is one of several spaces of civil society articulation that arose from these mobilizations that have been happening, mainly, since 1980 and 1990. There are countless achievements that the FDV and other peripheral collectives have achieved in the last decades, involving from the construction of day-care centers, schools, hospitals and other public equipment to the expansion of urban infrastructure, such as basic sanitation, bus and subway lines, expansion of streets and avenues, among others. Although the outskirts have received public investments that promoted some improvements in the communities, they were not enough to face the social and economic inequalities and to guarantee minimum living conditions, since the budget decisions of the public administrators usually prioritize the private interests of small groups of the dominant class, such as the business community, and not their social efficiency. Facing this challenging scenario and the most recent context of loss of social rights and job insecurity, encouraging residents of peripheral communities to organize themselves around common interests and the guarantee of basic urban goods can be a path to new achievements. The participants of FDV believe that the production and dissemination of records of the popular fights' memories, as the podcast Memórias Quebradas (Broken/Peripheral Memories) does, can collaborate to a greater awareness of people about the importance of popular fights and their sensibilization to participate. This research discusses the thematic of memories, popular fights, and outskirts not only from the sharing of the experience of creating a memory center, but also from the dialogue with authors who reflect about these issues and others related to the production of urban space, citizenship, and inequalities. Participatory action-research and the shared production of knowledge were the methodological proposals that supported the construction of dialogical relations and participatory processes with the communities. Getting involved with social intervention actions either in the context of the memory center or the FDV led the author, following the precepts of autoethnography, to share personal stories of the period she lived in the outskirts in order to contribute to theoretical reflections on social exclusion and belonging. The main contribution of this thesis is to highlight possibilities of new relations and collaborations of the university to the outskirts through practical experiences of creation and collective production of knowledge
