Essa tese busca traçar o itinerário de um prelado da Igreja Católica Romana, Joaquim Arcoverde Albuquerque Cavalcanti, bispo coadjutor e titular de São Paulo entre 1892 e 1897, arcebispo do Rio de Janeiro de 1897 a 1930, cardeal - o primeiro da América Latina - em 1906. Foi o principal líder da Igreja no Brasil a partir de sua posse no Distrito Federal. Articulador das relações com o Estado e formulador de sua política.A tese procura elucidar a ação de um prelado em um ambiente muitas vezes hostil à religião católica. Sua atuação dirigiu-se ao interior da Igreja: ampliou o controle sobre o clero, desarticulou as irmandades leigas, impôs novos padrões de organização, burocratizou as paróquias, contratou ordens e congregações estrangeiras para o Rio de Janeiro e São Paulo, instituiu no Brasil devoções européias, encontrou formas de suprir a perda do apoio do Estado. Arcoverde agiu também para fora da Igreja. Foi quem, ao assumir a Arquidiocese do Distrito Federal, deu continuidade à política estabelecida de convivência com o Estado. Tal política vigorou até o final da segunda década do século XX, quando a Santa Sé optou então por um novo modelo, sob a liderança de um jovem bispo paulista, Sebastião Leme

This dissertation aims at describing the route of a prelate of Roman Catholic Church, Joaquim Arcoverde Albuquerque Cavalcanti, coadjutor and titular bishop of São Paulo between 1892 and 1897, archbishop of Rio de Janeiro from 1897 to 1930, and the first cardinal of Latin America in 1906. He was the most important Catholic bishop in Brazil since his inauguration in the country's federal district area. He was an articulating agent of relations with the State as well as a formulator of its policy.The goal of this dissertation is to analyze the action of a prelate in an atmosphere which several times proved to be hostile to Catholic Church. His action was directed towards the inner policy of the church: he enlarged the control over clergymen, disjointed lay confraternities, imposed new patterns of organization, bureaucratized parishes, contracted foreign congregations as well as holy orders to Rio de Janeiro and São Paulo, instituted European devotions, devised ways to compensate for the loss of State support.Arcoverde also acted outside the limits of the Church. When taking office at the Archdiocese of the country's federal district, continued the acquaintanceship policy with the State. Such policy was valid up to the end of the second decade of the 20th century, when the Holy See chose another model, under the leadership of a young bishop from São Paulo, Sebastião Leme
