O objetivo deste trabalho foi investigar o processo de planejamento, construção e uso do sistema de saneamento da cidade de Belo Horizonte (Minas Gerais) no período de 1890 a 1910. A nova capital mineira, Belo Horizonte, foi projetada e construída para sediar o poder político-administrativo do estado. A tese contempla três momentos da história do saneamento na cidade: o processo de escolha da cidade, a construção do sistema de saneamento e o uso e acesso às águas saneadas pela população. Dessa forma, na primeira parte, aborda-se a trajetória profissional dos engenheiros-cientistas atuantes e a emergência da especialização sanitária, bem como as controvérsias e debates acerca dos serviços de água e esgoto no período. Na sequência, investiga-se os engenheiros-cientistas da Comissão Construtora da Nova Capital na tarefa de implantar o abastecimento de água e esgoto na capital moderna. Persegue-se a rede de aliados humanos e não humanos arregimentados durante o processo de planejamento e execução das obras hídricas. Por fim, trata-se do acesso ao saneamento pelos habitantes após a inauguração de Belo Horizonte. Quem teve acesso às águas saneadas? Como o serviço era administrado pela municipalidade? Adentra-se no espaço da cidade vivida, dos gestores e das divisões socioespaciais e hídricas da capital. Busca-se, portanto, compreender a emergência do fenômeno saneamento, o qual inaugurou um novo formato na relação entre as águas e os habitantes da cidade a partir da experiência urbana de Belo Horizonte. Conclui-se que o saneamento moderno foi resultante de múltiplos movimentos, como a emergência do saber sanitário entre o coletivo de engenheiros-cientistas, a inserção definitiva do estado na administração e expansão desse serviço de forma contínua e a inserção das águas saneadas como elemento característico do formato moderno, higienista e segregado de cidade na Primeira República. As fontes documentais utilizadas nesta pesquisa foram relatórios de comissões, de prefeitos e de presidentes de Estado, jornais mineiros e periódicos especializados em engenharia à época, crônicas e textos de memorialistas, bem como o acervo histórico da Comissão Construtora da Nova Capital. As fontes pesquisadas se encontram no Arquivo Público Mineiro, Arquivo da Cidade de Belo Horizonte, Museu Histórico Abílio Barreto, Coleção Linhares e Biblioteca Nacional.

The objective of this work was to investigate the process of planning, construction, and use of the sanitation system in the city of Belo Horizonte (Minas Gerais/Brazil) from 1890 to 1910. The new capital of Minas Gerais, Belo Horizonte, was designed and built to host the political-administrative power of the state. The thesis contemplates three moments in the history of sanitation in the city: the process of choosing the space where the new city would be built and the construction of the sanitation system; and the use and access to sanitation water by the population. Next, the engineers-scientists of the construction commission of the new capital are investigated in the task of implementing the water and sewage supply in the modern capital. The network of human and non-human allies enlisted during the planning and execution process of hydrous works is pursued. Finally, access to sanitation by the inhabitants after the inauguration of Belo Horizonte is addressed. Who had access to sanitation water? How was the service administered by the municipality? The space of life of the city, of the managers and of the socio-spatial and hydrous divisions of the capital is penetrated. The aim is, therefore, to understand the emergence of the sanitation phenomenon, which inaugurated a new format in the relationship between water and city inhabitants based on the urban experience of Belo Horizonte. It is concluded that modern sanitation was the result of multiple movements, such as the emergence of sanitary knowledge among the collective of engineers-scientists, the definitive insertion of the state in the administration and continuous expansion of this service, and the inclusion of sanitation water as a characteristic element of the modern, hygienist and segregated city format in the period of the First Republic in Brazil. The documental sources used in this research were the reports of commissions, mayors and presidents of State, Minas Gerais newspapers and periodicals specialized in engineering at the time, chronicles, and texts by memorialists, as well as the historical collection of the construction commission of the new capital.
