This work a hempts to articulate the forms of social control and the strateges of survival observed in the daily routine of the popular classes during the new state in Fortaleza city. The reading from newspapers, police inquiries juridical processes allowed to make an analisis of the complexity from the social question in this period, considering that the imposition of the policy of control meet with several forms of facing them
