A presente dissertação se dedica a analisar as principais questões em disputa no período inicial de gestação e criação da IV Internacional na época em que Trotsky ainda era vivo e participava delas. Como fio condutor da narrativa dos debates são utilizados os Internal Discussion Bulletins (Boletins Internos de Discussão) do Socialist Workers Party (SWP, Partido Socialista dos Trabalhadores) dos Estados Unidos que, naquela época de dificuldade de comunicação livre entre as diversas organizações trotskistas pelo mundo, formavam uma espécie de correio geral de discussão entre essas diversas organizações. Dentre as questões candentes abordadas da época estão: a questão da natureza da URSS como estado operário socialista ou não; a própria necessidade de fundação de uma IV Internacional ou não; o caráter democrático (ou não) das próprias organizações trotskistas; a discussão sobre a tática do entrismo já a partir do chamado giro francês de 1934, No final é oferecida uma avaliação desses debates não no sentido de se buscar quem estava certo e errado neles e sim como esses debates teóricos refletiam dificuldades práticas, materiais do movimento operário mundial em sua busca por uma via não capitalista de desenvolvimento

This dissertation is dedicated to analyzing the main issues in dispute in the initial period of gestation and creation of the Fourth International at the time when Trotsky was still alive and participated in them. The Internal Discussion Bulletins of the Socialist Workers Party (SWP) of the United States are used as a guiding thread for the narrative of the debates, which, at that time of difficulty in free communication between the various Trotskyite organizations around the world, formed a kind of general discussion forum between these different organizations. Among the burning questions addressed at the time were: the question of the nature of the USSR as a socialist workers' state or not; the very need to found a Fourth International or not; the democratic character of the Trotskyite organizations themselves; the discussion on the tactics of entryism since the so-called French turn of 1934. In the end, an evaluation of these debates is offered not in the sense of deciding who was right and wrong in them, but rather how these theoretical debates reflected practical, material difficulties of the global labor movement in its search for a non-capitalist path of development
