Esta dissertação tem por objetivo analisar a trajetória de dois movimentos de resistência antinazista originados no seio das comunidades de imigrantes, exilados e refugiados de língua alemã durante as décadas de 30 e 40 no Brasil: o movimento dos Alemães Livres e a Associação Democrática Alemã. O discurso oficial do governo brasileiro sobre o subversivo, o revolucionário e o estrangeiro está, em sua maioria, permeado por mitos políticos e narrativas matizadas por vieses nacionalistas, xenófobos e racistas, revelando a persistência da mentalidade intolerante e autoritária construída ao longo de séculos. Tais narrativas podem ser identificadas tanto nos documentos oficiais e policiais como nos registros produzidos pelos grupos de resistência concentrados no eixo-Sul-Sudeste brasileiro. Baseado na lei que proibia ao estrangeiro radicado no Brasil uma atuação política, o decreto-lei 383 da Constituição de 1938, esses movimentos tornaram-se objetos de investigação e perseguição pela polícia política varguista. Tomando como corpus documental, os dossiês, autos policiais e prontuários produzidos ao curso dessa investigação, cujo armazenamento encontra-se atualmente no Arquivo Público do Estado de São Paulo, pretendemos analisar as diferenças e semelhanças nas relações entre estes movimentos políticos formados por imigrantes, exilados e refugiados com a autoridade e contexto político brasileiro. Sobre os movimentos em si, identificaremos aqui o perfil geral dos membros destes movimentos, suas principais estratégias de ação e redes de contato com seus pares na América Latina e Estados Unidos. Verificaremos, a partir dos registros arquivados, como visão e projeto político do governo brasileiro ao tratar da imigração se traduz em uma das pontas do processo policial: o tratamento do sujeito imigrante como uma ameaça intrínseca ao corpo da nação brasileira.

The aim of this dissertation is to analyze the trajectory of two movements of anti - Nazi resistance originated in the German - speaking communities of immigrants, exiles and refugees during the 1930s and 1940s in Brazil: the Free German Movement, the German Democratic Association. The Brazilian government's official discourse on 'subversive', 'revolutionary' and 'foreign' is mostly permeated by political myths and narratives nuanced by nationalist, xenophobic and racist biases, revealing the persistence of the intolerant and authoritarian mentality built over centuries. Such narratives can be identified in both official and police documents as well as in the records produced by resistance groups concentrated in the South-Southeast axis of Brazil. Based on the law prohibiting the foreigner residing in Brazil a political action, the decree-law 383 of the Constitution of 1938, these movements became objects of investigation and persecution by the Varguista political police. Taking as a documentary corpus the dossiers, police records and medical records produced during the course of this investigation, which are currently stored in the Public Archive of the State of São Paulo, we intend to analyze the differences and similarities in the relations between these political movements - exiles and refugees - with the Brazilian political authority and context. On the movements themselves, we will identify here the general profile of their members, their main strategies of action and networks of contact with their peers in Latin America and the United States. We will verify, from the archived records, how the Brazilian government's vision and policy in dealing with immigration translates into the treatment of the immigrant subject as an intrinsic threat to the body of the Brazilian nation.
