O trabalho analisa a política social e sindical do Estado, definida em torno do trabalhismo, no segundo período governamental de Getúlio Vargas (1951-1954). Com o fim de caracterizar os aspectos constitutivos da política estatal, frente a qual se posicionam os vários atores sociais (elites agrárias, comerciais e burguesas) o estudo rediscute as interpretações baseadas nas teorias sobre o populismo, tradicionalmente utilizadas como modelo de explicação das relações Estado/trabalhadores, da crise política e do processo de oposição no período. O objetivo central do trabalho é dar voz aos atores sociais presentes na consecução do projeto trabalhista no segundo governo Vargas. Dessa forma, visando a contribuir para uma reinterpretação da política varguista no contexto enfocado pela tese e, possivelmente, abrindo novas possibilidades de análise sobre o período.

Abstract in English
This work analyzes the social and labor union policy of the state, defined around laborism, in Getúlio Vargas' second governmental tenure (1951-1954). In order to characterize the constitutive aspects of the state policy, with which various social actors (agricultural, commercial and bourgeois elites) are faced, this study rediscusses the interpretations based on theories about populism traditionally used as a model for explaining the relationship between state and workers, the political crisis and the process of opposition in the period. The main objective of this work is to give voice to social actors taking part in achieving the laboristic project in Vargas' second government. Thus, it aims at contributing to a reinterpretation of Vargas' policy in the context focused on the thesis, possibly opening new possibilities for analysis of the period
