O presente trabalho tem como objetivo analisar o processo de transferência e abertura do acervo do Departamento Estadual de Ordem Política e Social de São Paulo (DEOPS/SP), entre os anos 1991 e 1994. Com a extinção do referido órgão, em 1983, seus arquivos passaram para as mãos da Polícia Federal, que manteve a sua guarda até 1992. Devido a um complexo debate a respeito da transferência desse acervo, foi criada sob o Decreto 34.216, de 19 de novembro de 1991, a Comissão Especial para receber a documentação do DEOPS/SP em posse da Polícia Federal. A partir da atuação dessa Comissão, buscaremos refletir sobre como os diferentes interesses envolvidos nesse processo interferiram nos trabalhos para a transferência e abertura de acesso dos arquivos do DEOPS/SP, considerando o contexto nacional e internacional em relação aos direitos humanos e ao acesso aos arquivos dos órgãos da repressão.

This paper aims to analyze the transference and opening process of the archives that belonged to the Departamento Estadual de Ordem Política e Social de São Paulo (DEOPS/SP) between 1991 and 1994. After the extinction of this institution, in 1983, these archives were transferred to the Federal Police, who preserved them until 1992. Due to a complex debate regarding the transference of these archives, a Special Commission was created pursuant to the Decree 34.216, originated in November 19, 1991. This Commission was created in order to receive all DEOPS's files that now are in possession of the Federal Police. From the action of this Commission, we will try to reflect on how the different interests involved in this process have interfered in the transference and opening process of the archives that used to belong to DEOPS. We are considering the national and international context due to human rights and to the access of repressive files.
