Essa tese se dedica ao estudo da economia ervateira brasileira através da trajetória do Instituto Nacional do Mate (INM). Esse órgão foi criado por Getúlio Vargas em 1938, no início do Estado Novo, para agir como autarquia centralizadora das decisões envolvendo o produto, respondendo aos problemas vividos na época pela economia ervateira brasileira, quais fossem de produção, de preços, de mercados e de qualidade dos produtos. Nesse contexto, procuramos explicar o porquê de o INM ter sido criado, quais as funções que lhe foram imputadas, como ele se estruturou e quais foram suas possibilidades e limitações ao longo dos seus 29 anos de existência. Focamos nas medidas postas em práticas por essa autarquia e procuramos analisar os efeitos das mesmas sobre a economia ervateira do país, inclusive sobre as principais classes envolvidas com ela, quais fossem os produtores cancheadores, os industriais beneficiadores e os exportadores. O que buscamos é analisar se o INM cumpriu ou não as suas finalidades, ou seja, se ele cumpriu a missão para a qual fora criado, que incluía o amparo às diferentes classes, controle e orientação sobre a produção e o comércio, conservação dos mercados existentes - majoritariamente constituídos pelos chamados mercados tradicionais do mate brasileiro (Argentina, Uruguai e Chile) - e a conquista de novos. Ao final dessa tese, deveremos estar aptos para entender os motivos que levaram à extinção do Instituto pelo Governo Militar em fevereiro de 1967.

This thesis is dedicated to the study of the Brazilian economy of yerba mate through the trajectory of the National Institute of Mate (INM). This body was created by Getúlio Vargas in 1938, at the beginning of the Estado Novo, to act as a centralizing authority for decisions involving the product, responding to the problems experienced at the time by the Brazilian economy of yerba mate, which were production, prices, markets and product quality. In this context, we seek to explain why INM was created, what functions were imputed to it, how it was structured and what were its possibilities and limitations over its 29 years of existence. We focus on the measures implemented by this autarchy and seek to analyze their effects on the country's economy of yerba mate, including the main classes involved with it, such as producers, beneficiary industrialists and exporters. What we are looking for is to analyze whether or not INM has fulfilled its objectives, that is, whether it has fulfilled the mission for which it was created, which included the protection of different classes, control and guidance over production and trade, conservation of existing markets - mostly constituted by the so-called traditional markets of Brazilian yerba mate (Argentina, Uruguay and Chile) - and the conquest of new ones. At the end of this thesis, we should be able to understand the reasons that led to the extinction of the Institute by the Military Government in February 1967.
