A partir de 1755 a capitania do Maranhão passou por diversas transformações econômicas e sociais que possibilitaram sua integração na dinâmica do comércio colonial. Para a concretização desse processo houve um esforço da Coroa Portuguesa em estabelecer novas relações de exploração com o Maranhão e com o Brasil visando o fortalecimento de seu império. Isso ocorreu por meio do incentivo e do direcionamento de uma parte significativa do capital mercantil português para a criação de um setor agroexportador de algodão e arroz no Maranhão. No presente trabalho analisaremos como ocorreu a execução desse projeto entre os anos que compreendem a criação da Companhia Geral de Comércio do Grão-Pará e Maranhão, em 1755, e a abertura dos portos para as nações estrangeiras, em 1808. Durante esse período identificamos diversas ações da Coroa Portuguesa e da Companhia visando o fomento econômico da produção na colônia, as quais chamaremos aqui de políticas de fomento colonial. Estas, especificamente no Maranhão, consistiram na articulação de diversas medidas que possibilitaram o estimulo ao tráfico de escravizados e do desenvolvimento da agricultura. Também demonstraremos o impacto que essas políticas tiveram na economia de Portugal, devido ao crescimento do comércio com o Brasil, ressaltando, por fim, a importância que os impérios coloniais tiveram para a ascensão das potências da Europa

From 1755 on, the captaincy of Maranhão went through several economic and social transformations which made possible its integration in the dynamics of the colonial market. To complete this process, there has been an effort by the Portuguese Royalty in establishing new exploration relations with Maranhão and with Brazil in order to strenghten its empire. This occurred through the stimulus and directing of a significative part of the portuguese mercantile capital to the creation of a cotton and rice agro-exporter sector in Maranhão. In this work, we will analyze how the execution of this project occurred between the years that correspond to the creation of the General Trade Company of Grão-Pará and Maranhão, in 1755, and the opening of the ports to the other nations, in 1808. During this period, we identified several actions of the Portuguese Royalty and the Company aiming at the economic promotion of the colony's production, which will be called here colonial development policies. These, specifically in Maranhão, consisted of the articulation of many procedures that made the stimulus to slave trading and agricultural development possible. In addition, we will also demonstrate the impact that these policies had in Portugal's economy, due to the increase in the commerce trade with Brazil, highlighting, lastly, the significance that the colonial empires had in the rising of Europe's power nations
