O objeto de análise desta Tese é o pensamento econômico de três estadistas mineiros, na primeira década do século XX. Analisamos como Francisco Salles, João Pinheiro e João Luís Alves equacionaram protecionismo e diversidade enquanto vias de desenvolvimento para o estado de Minas Gerais, por meio dos discursos e tratados que compuseram o Congresso Agrícola, Comercial e Industrial de 1903, realizado em Belo Horizonte. O intuito é demonstrar como a formação acadêmica das personagens mencionadas resultou em proposições próximas do desenvolvimentismo, mas que não surtiram os resultados esperados para o estado mineiro porque não foram e/ou não puderam ser aplicadas por motivos relacionados às ambições políticas de Minas Gerais no período que denominamos de hegemonia sul-mineira. Assim, medidas de cooptação política marcaram as administrações de Minas Gerais entre os anos de 1898 e 1914, a ponto de impossibilitarem a adoção do planejamento econômico acordado no mencionado Congresso.

Abstract in English
The object of analysis of this thesis is the economical thought of three politicians of the Minas Gerais state, in the first decade of the twentieth century. We analyzed how Francisco Salles, João Pinheiro e Joao Luís Alves equated protectionism and diversity, while developing ways to the state of Minas Gerais, through speeches and agreements that made the Agricultural, Industrial and Commercial Congress of 1903 that took place in Belo Horizonte. The intention is showing how the academic formation of the characters mentioned resulted in ideas close to developmentalism. However, they didnt have the expected results to the state of Minas Gerais because, they werent and/or couldnt been applied for reasons to political ambitions of Minas Gerais, in the period we can call Hegemonia Sul-mineira. In this way measures of cooptation policy marked the administrations of Minas Gerais between 1898 and 1914, impossibiliting the adoption of economic planning agreeded in the mentioned Congress
