A história agrária de São Mateus (ES) no século XIX é o tema central deste estudo, no qual partimos do pressuposto geral de que o núcleo mateense, localizado na região norte espírito-santense, teve papel relevante na conformação das estruturas agrárias do Espírito Santo neste período, quando apresentou especificidades importantes no conjunto das atividades agrícolas regionais, especializando-se na produção da farinha de mandioca para exportação, cuja atividade proporcionou um expressivo movimento comercial no seu porto fluvial. Procuramos inicialmente situar São Mateus no contexto mais amplo da história agrária capixaba, fornecendo os traços gerais dos processos históricos verificados nos três principais núcleos produtivos da província (Itapemirim ao sul, Vitória ao centro e São Mateus ao norte), visando caracterizar as estruturas agrárias existentes no Espírito Santo no século XIX, realçando suas especificidades regionais e destacando São Mateus neste processo. Para melhor situar nosso objeto de estudo e abordar temáticas imbricadas no evolver da história agrária regional, analisamos os aspectos ligados às condições de infraestrutura da província, principalmente as vias de comunicações terrestres, fluviais e marítimas, utilizadas no transporte e comercialização dos gêneros agrícolas produzidos na província. O tema da fiscalidade também foi objeto de análise específica, onde procuramos realçar as características da estrutura tributária capixaba, a situação das finanças provinciais e a sua estreita dependência em relação às conjunturas verificadas nos setores produtivos da agricultura, haja vista que os tributos de maior arrecadação provincial incidiam sobre a atividade agrícola. Nesta perspectiva colocamos em evidência a forte influência exercida pela expansão da cafeicultura regional sobre o crescimento das rendas provinciais a partir de meados do século XIX, quando também se destacou o aumento progressivo das demandas e dos recursos referentes às melhorias infra-estruturais necessárias ao processo de ampliação das fronteiras agrícolas capixabas. O estudo da ocupação territorial de São Mateus foi aprofundado fornecendo-se um perfil aproximado da estrutura fundiária regional, para o qual utilizamos os dados dos Registros Paroquiais de Terras (decorrentes da Lei de Terras de 1850), dos Processos de Terras que tramitaram nas décadas subseqüentes e também os registros oficiais produzidos no âmbito do governo provincial, sobretudo os Relatórios dos Presidentes da Província. A existência de uma farta documentação referente à fiscalidade regional, possibilitou uma análise mais apurada do movimento das exportações verificadas no "complexo portuário" mateense, formado pelo porto fluvial de São Mateus interligado com o porto marítimo da Vila da Barra de São Mateus, cuja grande atividade mercantil esteve voltada para as exportações da farinha de mandioca e, posteriormente, também do café. Constatamos que, mesmo com as rápidas mudanças observadas nos núcleos produtivos da região central e sul da província, onde o ritmo de expansão da economia cafeeira apresentou-se mais dinâmico, a região de São Mateus ao norte, manteve a tradicional produção da farinha de mandioca e seus derivados como a sua principal atividade econômica no decorrer do período estudado, além de inserirse, mesmo que lentamente, nos quadros da produção cafeeira do Espírito Santo à época.

The nineteenth century agricultural history of São Mateus - located in the north of Espírito Santo State, in Brazil - is the main theme of the present study. A prior thesis is considered that São Mateus played a major role in the formation of the agricultural structure in Espírito Santo during that period, when it showed important specificity in the whole context of the regional agricultural activities. São Mateus specialized the production of manioc flour for exportation, which caused to develop an expressive movement of its fluvial port. Firstly, an attempt to situate São Mateus in a broader context of the agricultural history in the Espírito Santo state has been done, with the general features of the historical process within the three major productive centers of the province - Itapemirim in the south, Vitória, in the middle, and São Mateus in the north - in order to characterize the agricultural structures in the region in the nineteenth century, showing the regional specificities with a highlight on São Mateus. To better explain the object of this study, and to approach intricate topics during the development of that context, an analysis of the aspects of infrastructural conditions in the province has been carried out, mainly the terrestrial, fluvial, and sea ways, that were used for the transportation and commerce of the crops produced in the province. The fiscal activities has also been treated as a specific analysis, in which characteristics have been highlighted on the Espírito Santo's tributary structure, the financial situation of the province, as well as its strict dependence of the conjuncture seen in the agricultural production, once the highest tributary rates laid on the agriculture. Under this perspective, a focus is given on the strong influence of the coffee production expansion over the rise of the provincial income from the mid nineteenth century, when a progressive increase of the demand and the resources referring to a necessary infra-structure improvement for the enlargement of the agricultural activities in the province was a must. The study of São Mateus' land occupation was strengthened by providing a profile of the regional agricultural structure, for which Parochial Land Records (originated from the Brazilian Law of Lands of 1850), also Land Processes that ran in the subsequent decades, and the official records produced inside the province government, mainly the President of the Province's Reports have been used. A fair amount of the regional fiscal documentation has yielded a deeper analysis of the movement of the exportations in the São Mateus' port complex, formed by the local fluvial port, which was linked to the Barra de São Mateus Village seaport, whose great mercantile activity was related to the manioc flour exportations, and later also to coffee exportations. A constatation has been accomplished that, in spite of the rapid changes in the productive nucleuses in the central and southern regions of the province, where the rhythm of the expansion of the coffee economy had been more dynamic, the region of São Mateus at the north kept the traditional production of manioc flour and its derivates as its main economical activity during the period under study, besides being inserted, even slowly, in the Espírito Santo's coffee production boards at the time.
