O período que compreende os anos 2003-2016 marcou história na trajetória política brasileira. Tal período corresponde ao domínio do poder executivo da República pelo partido dos trabalhadores. Foram treze longos anos de desafios, em todas as áreas, em diversos setores e com diversos agentes sociais. Foi nesse momento também que os problemas estruturais da sociedade foram colocados em cena. Proteção social, distribuição de renda e habitação foram os temas que arquitetaram toda a estrutura jurídica e política do Estado. No que tange ao tema da habitação, temos um importante salto a revelar. Trata-se do ambicioso programa habitacional - Minha Casa, Minha Vida. Lançado em 2009, colocou em cena a questão habitação como sendo um dos pilares de superação da pobreza. A pobreza articulada à produção da habitação social deu o tom para a operacionalização do programa. A presente Tese busca refletir sobre as nuances que cercam essa relação. Dessa maneira, a seleção do espaço metropolitano de Belém, no estado do Pará, serviu de recorte espacial para se investigar tal relação. A Tese se estrutura em três capítulos, nos quais o tema pobreza é central. Compreendida como produto de relações de produções desiguais no tempo e no espaço, a pobreza é analisada em sua dimensão histórica e institucional, duas chaves para se compreender como a pobreza, por meio da produção da habitação social assume papel central no processo de reprodução desigual do espaço metropolitano de Belém. Concluímos que na metrópole de Belém a produção da habitação social assume duas lógicas espaciais, que permitem uma constante atualização do debate da produção do espaço metropolitano em tempos de pobreza urbana (regulada).

The period that covers the years 2003-2016 marked history in the Brazilian political trajectory. This period corresponds to the domain of the executive 8onst of the Republic by the workers party. There were thirteen long years of challenges, in all 8onst, in various sectors and with various social agents. It was also at that time that the structural problems of society were 8onsta the scene. Social protection, income distribution and housing were the themes that shaped the entire legal and political structure of the state. On the subject of housing, we have an important leap to reveal. This is the ambitious housing program Minha Casa, Minha Vida. Launched in 2009, it put the issue of housing as one of the pillars of overcoming poverty. Poverty linked to the production of social housing set the tone for the operationalization of the program. This thesis seeks to reflect on the nuances that surround this relationship. In this way, the selection of the metropolitan space of Belém, in the state of Pará, served as spatial clipping to investigate this relationship. The thesis is structured in three chapters, in which the theme of poverty is central. Understanding as a product of relations of unequal production in time and space, poverty is analyzed in its historical and institutional dimension, two 8ons to understanding how poverty, through the production of social housing, plays a central role in the 8onstant8f unequal reproduction of We conclude that in the metropolis of Belém the production of social housing assumes two spatial logics that allow a 8onstant updating of the debate on the production of the metropolitan space in times of urban (regulated) poverty.
