Considerando que a relação da implantação da Hidrelétrica de Belo Monte com a sua região de abrangência desenvolveu uma reestruturação regional da mesma forma que outras experiências de implantação de hidrelétricas na Amazônia, o questionamento que norteia esta pesquisa é: em que consiste a complexidade (gênese do processo na década de 1970, redefinição do projeto com inovação tecnológica e mudança na configuração espacial da área atingida) e as particularidades (operação à fio d'água, planos de desenvolvimento e inserção regional e comitê gestor do desenvolvimento regional) deste processo? Para a compreensão desta problemática objetiva-se compreender a relação estabelecida entre o projeto de implantação da Hidrelétrica de Belo Monte e a sua região de abrangência, evidenciando a complexidade e particularidades do processo de reestruturação regional. Desse modo, observa-se que a partir da relação estabelecida entre a implantação de Belo Monte e sua região de abrangência se desenvolveu uma reestruturação regional com amplas características que a identificam como perversa, no momento em que se constituiu como um projeto inovador no que diz respeito a responsabilidade com o pretenso desenvolvimento regional, o que permite concluir que as transformações ocasionadas acirrou a desestruturação de atividades econômicas tradicionais ao criar novas formas de uso e ocupação na região de abrangência, que servem para a sustentação das necessidades da usina e secundarizam os interesses dos agentes regionais. E desta forma, consolidou um modelo de concentração de renda, mesmo com os instrumentos normativos inovadores que direcionariam as intervenções para a materialização do desenvolvimento regional mais equânime.

Considering that the relationship between the construction of the Belo Monte Hydroelectric Power Plant and its region of influence developed a regional restructuring in the same way as other experiences of construction of hydroelectric power plants in the Amazon region, the question that guides this research is: what are the complexity (genesis of the process in the 1970s, redefinition of the project with technological innovation and change in the spatial configuration of the affected area) and the particularities (run-of-river system, regional insertion and development plans and regional development management committee) of this process? In order to understand this question, the research aim is to understand the relationship between the Belo Monte Hydroelectric Power Plant project and its region of influence, highlighting the complexity and particularities of the regional restructuring process. In this regard, it is observed that from the relationship established between the construction of Belo Monte and its region of influence, a regional restructuring was developed with broad characteristics which identify it as perverse, at the time when it was built as an innovative project in terms of responsibility for the alleged regional development. It is possible to conclude that these transformations intensified the disruption of traditional economic activities by creating new forms of use and occupation in the region, which support the needs of the power plant and pretermit regional agents interests. In this way, it consolidated a model of income concentration, even with innovative normative instruments that would direct actions to produce a more equitable regional development.
