O tema proposto, focado na relação entre "Participação Social e o Patrimônio Cultural", procura ilustrar a preocupação central do trabalho: o entendimento das formas de conceber e praticar a preservação cultural. O recorte da pesquisa é o Território de Interesse da Cultura e da Paisagem (TICP) Paulista/Luz, instrumento previsto no Plano Diretor Estratégico do município de São Paulo (PDE), aprovado em 2014. Criado por demanda popular, o que por si só é um fato significativo, o TICP é voltado a valorização de práticas e usos culturais, que dependem vitalmente da manutenção dos lugares e da permanência dos sujeitos atuantes no Território. Em São Paulo, a política preservacionista se desenvolveu ao longo do tempo de modo fragmentário, evidenciado na oposição entre material versus imaterial, cultura e natureza, antigo e recente, erudito e popular, planejamento e preservação etc. Tradicionalmente, coube aos governos e ao poder público a primazia da gestão do patrimônio no município. Neste sentido, o trabalho busca analisar em que medida a política preservacionista vigente se alinha a uma visão mais ampla do Patrimônio Cultural, que busca superar essas contradições. Para além da análise das dificuldades de regulamentação, operação e da efetividade do instrumento (TICP), a pesquisa busca identificar as potencialidades inscritas na forma e no conteúdo propostos, como resultado de escolhas e valores determinados.

The proposed theme, focusing on the relationship between Social Participation and Cultural Heritage, aims to illustrate this job's main concern: to understand the forms to conceive and practice cultural heritage conservation. The research's object is the Territory of Interest of Culture and Landscape (TICP) Paulista / Luz, an urban planning instrument brought by the City of São Paulo Strategic Master Plan (PDE), approved in 2014. Created by popular demand, which is a significant fact in itself, the TICP aims to value cultural practices and uses, which depend vitally on the maintenance of places and the permanence of active groups in the Territory. In São Paulo, the preservationist policy has developed over time in a fragmented way, evidenced in the opposition between material versus immaterial, culture and nature, ancient and recent, erudite and popular, planning and conservation. Traditionally, the precedence of cultural heritage management was up to governments and public authorities in the municipality. In this sense, the work seeks to analyze the extent to which the current preservationist policy aligns with a broader vision of Cultural Heritage, which aims to overcome these contradictions. In addition to the analysis of difficulties of regulation, operation of the instrument (TICP), and its effectiveness, the research seeks to identify the potentialities inscribed in the form and content proposed, which evidences determined choices and values.
